Job Summary
The Critical National Infrastructure (CNI) group, within PSEG Long Islands Information Technology (IT) Department, is responsible for the 24×7 operation and support of the Transmission SCADA Energy Management System (EMS), Distribution SCADA System (DSCADA), PI Historian and various applications and IT infrastructure that directly support the electric Transmission and Distribution (T&D) Operations of the Long Island power grid.
The CNI IT Senior Supervisor is responsible for supervising and directing technical staff, consisting of engineers and/or computer science professionals, to ensure the high availability of PSEG LIs mission-critical Operations Technology (OT) systems. Responsible for the oversight and execution of compliance activities associated with NERCs Critical Infrastructure Protection (CIP) regulatory standards, as they apply to the Transmission SCADA EMS.
Job Responsibilities
Supervise and direct technical staff responsible for maintaining CNI systems at PSEG LIs Primary and Alternate Transmission Control Centers, and 4 Distribution Control Centers located across LIPAs service territory.
Responsible for maintenance and support contract management associated with CNI Systems. Initiate procurement activities, and review Statement of Work.
Plan and executive lifecycle replacement projects and upgrades of CNI systems.
Develop Training Programs for the department.
Lead representative for the Long Island Power Authority on the NYISOs Computer and Data Advisory Subcommittee (CDAS)
Oversee support for all back-end operations including monthly patch management, cybersecurity tasks, hardware maintenance and Active Directory/Group Policy maintenance.
Oversee CNI system upgrade projects, providing guidance and expertise from architecture and resource planning to implementation and deployment.
Engage PSEG LIs Facility Management organization to address any issues with CNI Data Centers.
Ensure system vendor support is available, as necessary, to minimize system downtime.
Participate in 24×7 off-hours standby coverage.
Direct CNI staff activities to ensure:
o Timely completion of database and display work to meet capital field project deadlines
o Proper monitoring to detect infrastructure failures, application or database issues, and cybersecurity events.
o Continuous and reliable exchange of data between PSEG LIs SCADA EMS and the New York Independent System Operator (NYISO).
o Reliable Data exchange between PSEG LIs SCADA EMS and the DSCADA system
Support and direct NERC CIP compliance activities for the transmission SCADA EMS that includes:
o Acting as the Authorized Access Approver for NERC CIP cyber access to EMS and physical access to Transmission Operations NERC CIP Physical Security Perimeters (PSPs).
o The execution, maintenance and approval of CNIs NERC CIP compliance documentation and activities.
o On-going maintenance of NERC Reliability Standard Audit Worksheets (RSAWs) and other auditable evidence.
Direct CNI staff in creation and maintenance of CNI corporate/web-based applications and automated scripts using Coldfusion, C#, and Visual Basic.
Job Specific Qualifications
Required Education and Experience:
Bachelor of Science degree in Electrical Engineering, Computer Engineering or Computer Science.
10+ years relevant experience within an electric utilitys Operations Technology (OT) field.
Strong working knowledge of NERC CIP standards and their applicability to high-rated Bulk Electric System (BES) Cyber Systems and their associated systems.
Demonstrated knowledge and understanding of SCADA system operations, Inter-Control Center Communications Protocol, and RTU protocols.
Demonstrated supervisory experience leading technical teams.
Knowledge of T&D SCADA systems or similar ICS
Experience managing Capital and Operating Budgets
Proficient in working with business areas and within IT to understand needs/requirements with ability to provide innovative solutions.
Technically knowledgeable with the ability to assess solutions for current and future needs across organizations.
Familiarity with System Administration tasks such as Group Policy, Patch Management (Windows, RHEL, VMWare), Active Directory.
Demonstrated strong customer service, teamwork and leadership skills.
Demonstrated ability to present to all levels of management & executive leadership.
Desired Qualifications:
Advanced degree, e.g. Masters of Business Administration
Experience in Electric T&D Operations
Experience in the execution and support of NERC CIP compliance activities; participation in NERC CIP audits
Familiarity with GEs PowerOn Reliance SCADA EMS, OSIIs Monarch DSCADA, OSISofts PI Historian, Adobe Coldfusion, Oracle/SQL, C# and Visual Basic 6.0 is a plus.
Experience with Networking, IP Protocols, firewall rules, routers, switches, DNS
Familiarity with patch management applications: RedHat Satellite, WSUS
Experience with Operating Systems : LINUX, Windows 10/11, Windows Server 2012 or higher
