Position Description: The Director of Contracts will provide leadership and support in every aspect of the contract lifecycle and use creative thinking skills to drive solutions that help solve the critical missions that IDS serves. This position will be embedded in a mission focused operations group and will be responsible for all activities associated with proposal development/submittal as well as cradle-to-grave contract management/administration for the organization. Responsibilities include, but are not limited to, the following: Performing contract management, subcontract management, and administrative duties including: maintaining and organizing contract documents; supporting proposal review and preparation; completing contract awards and modifications; interfacing with Government and prime contracting agents Identify, track, mitigate and resolves risk issues regarding IDS contracts Contribute to the responses for Requests of Information, Quotes, Proposals, Sources Sought, and Market Surveys Prepare pricing strategies for cost proposals Develop and review Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and Subcontracts Support delivery/task order execution through Contract Modifications, Program Control, Invoice Reviews, and Closeouts Provide guidance and advice to Program Managers (PMs) to ensure contractual compliance of programs Educate PMs on different contract types and applicable laws and regulations associated with each Review monthly deliverables for accuracy and completeness Support acquisition planning and strategy meetings Assist during government audits and reviews Other taskers as required. Knowledge and Skills: At least five (5) years of experience in contract administration/management or related position within the Government contractor space Working knowledge and understanding of Government regulations to include FAR and DFAR Experience with writing proposals and proposal support Experience with contract negotiation, administration, and execution Experience with conducting salary market research to complete labor category creation Experience with multiple contract types to include CPFF, T&M, and FFP, etc. Team player with excellent interpersonal skills Ability to work independently with limited guidance Excellent problem solving, critical thinking skills, attention to detail, and strong work ethic Excellent oral and written communication skills Must be a U.S. Citizen due to the nature of the government contract requirements and clearances requirements Must be able to obtain a U.S. Government Security Clearance in reasonable period of time Certified Federal Contract Manager (CFCM) is highly desired. Education and Work Experience: This position requires a Juris Doctor from an accredited law school. Candidate must be a member in good standing of the bar in at least one U.S. jurisdiction. Physical & Mental Qualifications: Must be able to sit, type, hear, see, and speak for extended periods of time. Must consistently work and type on a computer for prolonged periods of time. Must be able to able to communicate accurate information and ideas so others will understand. Must be able to lift/carry at least 15 lbs. May be required to move about inside an office to access file cabinets, office supplies, etc. Security Clearance: Applicants selected for employment will be subject to a Federal background investigation and must meet additional eligibility requirements for access to classified information or materials. Travel: Some travel may be required. Hours: Normal work schedule hours may vary, Monday through Friday. Salary Range: $130,000 – $165,000 per year The estimated salary range listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job posting and may be modified in the future.
