This position requires that candidates provide proof of full COVID-19 vaccination after receiving a conditional job offer at least 7 days prior to their start date. “Fully vaccinated” means that at least two weeks have passed since you received 1) your second dose of the Pfizer or Moderna vaccine or 2) one dose of the Johnson & Johnson vaccine.

Primary Responsibility / Summary

Responsible for the day-to-day operations of assigned programs, including staff supervision, budget management, achieving program performance, quality assurance and outcomes. Provides strategic direction and senior level management support to ensure achievement of strategic goals, program performance and spending plans. Per government requirements, this role required to be fully COVID- 19 vaccinated.

Essential Duties & Responsibilities

  1. Provides strategic leadership and on-site management to program staff, in particular WAP and SEP; participates in strategic planning and works towards successful completion of annual goals and objectives for programs and WCD.
  2. Identifes monthly variance shortfalls making recommendations for course correction.
  3. Directs and provides guidance to program leadership in assigned territory to ensure positive program and participant outcomes in assigned programs, including job placement and services for target populations. Develops and maintains relationship with funder, stakeholders, businesses and the public, to ensure growth, development, and success of assigned programs.
  4. Responsible for the upkeep, cleanliness and safety of the assigned facility, addressing any maintenance need in a timely fashion and ensuring that the all equipment is operation.
  5. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, developing and disciplining employees; addressing complaints and resolving problems.
  6. Monitors participant records, data gathering, and reporting systems according to funders, CARF and organizational standards. Ensure accurate and timely data entry and reporting.
  7. Develops and maintains program operating procedures in accordance with departmental and organizational policies and procedures. Ensures safety procedures are observed throughout all programs and service locations.
  8. Prepares program progress and performance enhancement reports based on program specifics. Responsible for achieving program and service goals as defined by funding contract and GSC.
  9. Participate in Continuous Quality Improvement (CQI) efforts and lead CQI implementation. Handles concerns and complaints to ensure satisfaction of all stakeholders.
  10. Negotiates terms for Memoranda of Understanding (MOUs) for complementary, strategic collaborations and partnerships that offer training, wrap-around, and supportive services to program participants for review and approval by Regional Director or VP WCD.
  11. Driving record must be acceptable by the company’s insurance vendor.

Additional Duties & Responsibilities

  1. Other duties and special projects as assigned.
  2. Responsible for building a strong public awareness of Goodwill in the community by attending public functions such as Chamber events, City Council meetings, and other public events.

Supervisory Responsibilities

  • This job supervises 6 to 12 staff.

Qualifications

Education & Experience

  • Minimum of 5 years nonprofit managerial and supervisory experience.
  • Minimum of 5 years workforce development program implementation experience.
  • Bachelor’s degree from a four‐year college or university in Project Management, Education, Psychology, Social Work, or related field required.
  • Master’s degree or equivalent preferred.
  • A combination of training, education, and experience may be considered in lieu of a degree.
  • Knowledge of WIA, DOR, OMB circulars, legal and ethical requirements.
  • Able to develop and manage multiple, complex budgets.
  • Experience in implementing programs serving persons with disabilities and other populations facing barriers to employment; ADA knowledge required.
  • Excellent written and verbal communication skills; highly skilled presenter.
  • Bi-lingual fluency (e.g., English/ASL, English/Spanish, etc.) and ability understand another culture as required by the program or local community highly desired.
  • Demonstrated leadership and collaborative skills with ability to motivate team work.
  • Ability to work with minimal supervision.

English Language Skills

  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills

  • Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills

  • Must have advanced knowledge proficiency of computer programs in a Windows environment, including Word, Excel, PowerPoint, and Outlook.
