Aviation Safety Program Business Analyst

Summary: The Aviation Program Business Analyst labor class is responsible for the development, refinement, and evaluation of flight operations standards and for the development and measurement of measures of effectiveness, efficiency, and regulatory compliance related to the provision of aviation services under existing contracts between the U.S.

Government and third party contractors.

Essential Functions Review, design, implement, maintain, and continually improve upon measures of efficiency and effectiveness related to the provision of contract aviation support to crisis response deployments, personnel extractions, and medical evacuation with or without biocontainment.

Support all program office acquisition planning for aviation support to include bio-containment medical evacuation services.

Responsible for the management and execution of complex interagency agreements and international support agreements, especially with respect to the medical evacuation of patients with highly contagious diseases (e.g., Ebola Virus Disease).

Serve as the conduit between technical experts in the medical field, Department acquisitions staff, and vendors, translating complex technical specifications and logistical challenges into actionable, realistic, and sustainable contract requirements that comply with applicable laws and are consistent with Department policies.

Work hand-in-hand with the respective contracting officer to ensure timely and satisfactory contract performance, prompt payment for contract services rendered, the processing of reimbursements from supported entities, and assesses whether changed circumstances or other contingency-driven situations require adaptation of existing programs and/or contracts to meet new requirements or if new programs and/or contracting actions are required to support a changed operational environment.

Communicates with key stakeholders as well the development of, and adherence to, budget planning documents.

For programs related to biocontainment medical evacuation, the incumbent will develop business process workflows and mission launch criteria specific to the evacuee’s sponsor (e.g., USG, NGO, or allied government), the evacuee’s condition, the receiving medical treatment facility (for the evacuation of U.S.

civilians to the United States, consideration of applicable state and local laws or required state-agency coordination), and the availability of evacuation assets.

Such business processes must address the legal authority authorizing evacuation and provide clear guidelines on the form and timing of reimbursement (if applicable).

Competencies Ability to develop a system to analyze and track reimbursements from supported U.S.

citizens, interdepartmental partner organizations, other U.S.

federal agencies, international organizations, allied nations, and other supported organizations and/or individuals.

Such system must identify the legal authority for the support mission, provide authoritative documentation to support the transaction, ensure that reimbursement is made to the correct appropriation account, and be otherwise compliant with fiscal law and Department regulations.

Supervisory Responsibility None required for this position Work Environment This job operates in a professional office environment.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work This is a full-time position.

Typical days and hours of work are Monday through Friday, 8:00 a.m.

to 5:00 p.m.

Evening and weekend hours required, as required by business need.

Travel Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
