Payroll Manager Job Summary: Reporting to the Vice President, Human Resources, this position is responsible for providing day-to-day management and administration of payroll functions across all business units in conjunction with Senior HR management and corporate HR recruiting staff.
This position will be assigned to carry out responsibilities in one (or more) of the following functional areas: payroll, time keeping, 401k, Benefits, government reporting, performance management, policy implementation, employment law and compliance.
This position manages, directs and coordinates the human resource policies and programs covering several of the following: labor relations, employee relations, wage and salary administration, orientation and training, safety and health, benefits and employee services.
This position also manages the onboarding, development and retention of employees; EEO laws and general human resources concepts.
Core Responsibilities Payroll:
• Provide strong oversight of U.S.
multi-state payroll functions.
Ensure an accurate and timely payroll, including but not limited to salary, equity, bonus, benefits and taxes.
Lead the implementation of any new payroll platforms or upgrades.
• Responsible for ensuring all payroll regulatory filings are completed in line with statutory due dates, and stay current on regulations, benefits changes, and labor laws impacting the payroll process for all payroll tax jurisdictions.
Manage employee globalization initiatives and ensure proper treatment of reportable benefits for tax equalized employees.
• Assist with month-end close, quarter-end and year-end processes for all entities including reviewing/approving journal entries, account reconciliations and accruals.
• Assist with refining current payroll operations.
Identify and implement appropriate control and compliance mechanisms for payroll.
Drive consistency and coordinate regional efforts towards process standardization while allowing local flexibility when required.
Collaborate with teams (internal and external) to streamline processes to ensure accuracy, and best-in-class services.
• Work closely with external auditors to complete the annual company’s 401k audit, workers’ compensation audit and financial statements audit.
Proactively prepare relevant management reports as needed.
Human Resources:
• Implement and manage on-going policies, programs, and procedures to foster understanding of and improvement in management, supervisory or employee relations.
• Manage situations involving policy or contract interpretation.
Lead and mentor others to ensure consistent application of all work rules and policies.
Develop and implement innovative solutions to personnel and/or labor/employee relations issues affecting the office to mitigate any legal or compliance-related risks.
• Use knowledge, experience, and continuous interpretation to help understand and determine the training and educational needs of the hourly and salaried staff.
Oversee effective implementation of performance management, talent management, succession planning and other corporate HRIS/Talent programs effectively.
• Assist Recruiting team on all new employee recruitment, orientation, and training, either through primary function or through performance of subordinates.
• Perform analysis and prepare statistical reports, KPI reports and communications for use in formulating goals and objectives.
• Manage employee benefit enrollments, questions, or inquiries.
Supervisory:
• Carries out managerial/supervisory responsibilities in accordance with the organization’s policies and applicable laws.
• Responsibilities include onboarding and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

• Business proficiency in Payroll Systems (ADP WorkForce Now) a MUST.
• Bachelor’s degree from a regionally accredited four-year college or university and 5year’s related experience and/or training, required.
• Minimum of 5 years’ of progressive payroll experience.
CPP preferred.
• Previous experience in administration of a union contract; grievances, arbitrations and NLRB regulations, preferred.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to speak effectively before groups or employees of organization.
• Strong reasoning and math skills.
• Knowledge of HR Systems such systems, ADP WorkForce Now HRIS and Workforce timekeeping preferred; Internet software; Microsoft Excel spreadsheets a MUST, Word Processing and Power Point software.
• Possess functional knowledge of HR related policies, regulations and employment laws.
• Strong knowledge of multi-state US payroll, with excellent understanding of payroll laws and regulations.
• Bi-lingual skills a plus: speak, read, write, address groups, individuals, conduct investigations, counseling, training, mentoring, using language other than English (as applicable to the business unit).
