Human Resources Specialist, School for Early Childhood Education (SECE)

Role requirements:

  • Administers full talent acquisition cycle by assisting managers with drafting job descriptions and request forms, enter job requisition details into Workday, posting positions on the web, screening applicants for minimum and preferred requirements, coordinate interviews, follow up with job applicants throughout the interview phase, perform hire and onboarding tasks for new hires.
  • Determines best avenue in recruiting (e.g., advertising, direct contact, employee referrals, research organizations, job fairs, internet, employment agencies, newspapers, journals, etc.). Notifies applicants of consideration or rejection.
  • Has knowledge of federal, state, regulatory requirements in the application of leave of absences and worker compensation; adheres to regional head start document practices that include critical tracking of work permits, medical records and various reports maintained in Child Plus.
  • Establishes and maintain effective customer service through consistent and equitable application of university policies and procedures, in collaboration with the Human Resources Specialist and Senior Human Resources Business Partner.
  • Maintains a personnel information system that complements the university system as well as federal agency systems such as Child Plus. Maintains school/division confidential files, as needed.
  • Generates monthly reports to update leadership on HR and payroll activities for the department, which indicate progress report for all tasks. Monitors cost allocation through labor distribution reports and Imagine financial system.
  • Maintains currency with, understands and ensures compliance with all university and school/division policies and procedures and with all federal, state and local laws related to employment law and human resources best practices.
  • Performs other related duties as assigned or requested. The university reserves the right to add or change duties at any time.

This position performs a variety of human resources administrative functions, including the talent acquisition cycle, coordinating activities related to leave of absence, maintenance of critical compliance documents related to federal and state grant awards, HRIS data entry, process and maintain payroll accounts and reporting. The HR Specialist performs these duties following USC SECE policy, ensuring federal/state/local law compliance and must maint strict confidentiality guidelines, all while delivering excellent customer service to all SECE clients and University Relations administrative staff. The role requires a highly organized, detailed oriented individual who has clear and effective communication, that thrives in a fast-paced environment and enjoys multi-tasking.
