Japanese Bilingual Human Resources Manager

OVERVIEW:
A global IT company is looking for a Japanese Bilingual HR Manager (or Assistant Manager, depends on your experience). The HR Manager is responsible for corporate recruiting, talent and performance management, employee relations, HR system management, payroll reviews and general HR and Administration. The ideal candidate has the strategic planning and day-to-day operation management in aspects of HR at a fast-pacing company environment.


ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT NOT ARE LIMITED TO:
•             Develop, implement, and maintain HR policies and procedures consistent to the company’s overall goals and plans; administer plans and collaborate with senior management teams to enforce and promote consistent policies.
•             Manage the talent acquisition process, which include recruitment, sourcing, reviewing resumes, interviewing of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborate with departmental managers to understand skills and competencies required for openings and to develop job descriptions.
•             Coordinate interviews of selected applicants for departmental managers after screening at the initial interview; arrange the comprehensive offer package to final candidates and process the smooth onboarding and new hire orientation on the first day of employment.
•             Work with hiring managers and IT teams to ensure new hires are properly set up; follow up with new hires periodically to support their success and satisfaction at the company.
•             Research benchmarks of compensation and benefits in the market and analyze internal baselines; develop competitive base and incentive pay programs in documents to ensure the organization attracts and retains top talent.
•             Develop and conduct performance review and appraisals; gather and provide evaluations and feedback from/to employees and their managers, including corrective action such as counseling and discipline when needed.
•             Assess training needs and develop on- and off-the-job training and development programs; monitor the progress and status and ensure that target employees meet deadlines of completion.
•             Develop, implement, and evaluate programs to enhance the employee experience, including following the approval process for implementing such programs.
•             Manage employee relations problems and challenges including workplace conflicts, attendance issues, pay and leave dispute, safety concerns and others; document, investigate and report on incidents and establish risk management strategies and standard procedures for promote employee advocacy, motivation, and loyalty. Work with outside legal counsel as needed to keep senior management informed.
•             Oversee and monitor the Governance, Risk and Compliance to report to senior management quarterly to ensure to meet requirements by the SOX compliance.
•             Perform payroll and benefit administration, including plan set-up, enrollment, renewals, termination, reporting, and management of statutory filing and reporting to federal, state and local regulatory agencies; support payroll processing, serving as a backup approver, reviewer, or processor in cases of absence or short-staff of payroll teams. 
•             Maintain and update employee handbooks, codes of conduct, and other HR related policies; ensure compliant and current documents in the HR systems.
•             Ensure the privacy and confidentiality of personnel and employee data in the HR and payroll systems; provide accurate and up to date information in reports to respond to requests by Finance and Global HQs.
•             Prepare and provide information on a PBC checklist requested by auditors; participate in audit walkthroughs of HR and payroll processes to ensure SOX internal controls for accuracy and completeness.
•             Other duties and projects as requested by the Japan HQs and/or U.S. senior management.


QUALIFICATIONS:
•             Minimum 5 years of experience in Human Resources roles.
•             Bachelor’s degree in Human Resources, Business or a related field; or combination of equivalent education and experience.
•             Experience in employee relations, recruiting and workforce planning, performance management, HR systems management, and Salesforce platforms.
•             Experience in payroll processing highly preferred. (i.e. Paylocity, ADP, Paychex)
•             Extensive knowledge of federal, state and local labor, employment and benefits laws. 
•             Experience at a fast-paced company and/or IT industry experience is highly desirable.  
•             Certificate in Human Resources (SHRM-CP, SCP, PHR, SPHR) is a plus.
