Financial Reporting Manager, Public Sector

The Public Sector Financial Reporting Manager is responsible for being a subject matter expert in Federal Financial Reporting and for growing the BDO federal business through development and delivery of federal accounting and reporting solutions.

Will be responsible for leading the client service delivery of financial accounting and reporting engagements, including serving as a subject matter expert in FASAB, GAAP, and GAGAS.

Will be a critical part of the leadership team with responsibility to develop people, solutions and opportunities for growth.

In the role, the Manager will participate in various accounting and financial reporting processes to include field work in the areas of reconciliations, journal voucher (JV) entries, internal controls, financial statement preparation and ensuring financial transactions have been properly recorded in accordance with federal Generally Accepted Accounting Principles (GAAP).

The Financial Reporting Manager is also responsible for supervising, directing and reviewing deliverables, and delivering quality client services in engagements.

– Perform independent quality assurance reviews of program performance and deliverables to ensure that contractual obligations are met
– Responsible for on-site quality control, review and approval of working papers and findings and adherence to applicable standards, laws, policy, and regulations
– Provide expertise in the area of accounting and financial management and lead the overall strategy of the engagement
– Provide an external audit perspective on the current business processes and analyze accounting detail transactions
– Communicate with key client personnel to ensure shared understanding of business operations, processes, and functions
– Research new accounting pronouncements and identify opportunities to improve client internal controls, accounting procedures, financial statement and overall operational efficiency.

– Drafts complex financial statements and related footnote disclosures and effectively communicates these to client
– Applies knowledge and understanding of governing principles; applying these principles to client transactions; and documenting and communicating an understanding and application of these principles.

– Researches and identifies complex accounting issues and brings them to the attention of superiors for resolution
– Assists in the preparation of monthly, quarterly, and annual financial statements and supporting documents
– Prepares and or reviews monthly and quarterly JV packages for completeness, correctness, and accuracy
– Reconciles USSGL accounts and perform root cause analysis to identify problem(s)
– Reviews transactions and recommends proper accounting treatment, and processes transactions to record the accounting record
– Reviews and updates standard operating procedures used to prepare financial statements
– Review business process documents to ensure that associated laws, regulations, policies, standard operating procedures, internal controls and general ledger impacts are reasonable, fully documented and cover the entire process.

– Utilizes accounting systems for monitoring operations, record keeping and communication and creates reports and queries within the general ledger environment
– Provides financial statement audit support to include updating risk & internal controls matrices and assisting with reviewing and submitting Provided by Client (PBC) requests Supervisory Responsibilities:
– Supervises the day-to-day workload of Public Sector direct reports related to projects and business development activities including maintaining team productivity and review of work product
– Evaluates the performance of Public Sector direct reports and assists in the development of goals and objectives to enhance professional development
– Delivers periodic performance feedback and completes the annual performance evaluation for Public Sector staff as appropriate
– Acts as mentor / career advisor to Public Sector staff as appropriate Qualifications Education:
– Bachelor’s degree in Accounting or equivalent field required
– Advanced degree in Accounting or relevant field (MBA, MPA or MPP), preferred Experience:
– Five (5) or more years of experience in federal accounting and financial statements required
– Experience with regulations set by the Chief Financial Officers (CFO) Act, Federal Managers Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), Office of Management and Budget (OMB), US Government Accountability Office (GAO), and Generally Accepted Accounting Principles (GAAP) as set forth by the Federal Accounting Standards Advisory Board (FASAB) is REQUIRED.

Governmental Accounting Standards Board (GASB) experience a plus.

– Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with GAAP and/or Statements of Federal Financial Accounting Standards (SFFAS)
– Knowledge and experience auditing, reviewing or working with federal business processes, such as funds management, budget execution, receivables management, disbursements, property management, human resources, financial reporting and grants management License/Certifications:
– Active DoD Secret Clearance, required
– CPA or similar professional certification (e.g.

CGFM, CDFM), preferred
– PMP certification, preferred Software:
– Advanced proficiency in the use of Microsoft Office Suites, specifically Excel, PowerPoint and Word, preferred
– Working knowledge of federal ERP systems, preferred Other Knowledge, Skills & Abilities:
– Must be eligible to obtain and maintain a public trust or above security clearance
– Possess proven solid verbal and written communication skills
– Possess excellent people development and delegation skills, including training/instruction and engagement scheduling and budgeting
– Possess executive presence
– need to be able to be primary contact for the client, prepare and present presentations to clients and potential clients
