Manager of Applications Development – Data Capture

Position Overview: The Manager of Application Development, Data Capture works directly with the Senior Director of Data Analytics to develop and implement the full data capture application and development strategy for CBH.

Including administrative and supervisory components of the work, this position also has the primary responsibility of advancing CBH’s data capture framework by serving the operational and planning needs of the agency via governed, standardized data capture applications.

The Manager will be responsible for the review, analysis, development, testing, and releasing of software solutions, such as the QuickBase data capture tool.

The candidate will work within the Data Analytics department to drive new product and process development.

Responsibilities will center on software development but will also require leadership capability from project inception through the full development cycle.

The candidate must possess a mind-set focused on innovation combined with design experience and the ability to drive all software-related aspects of a project to a successful completion.

The candidate will work closely with the Manager of the Data Warehouse to ensure bi-directional data flow and data structure align with governance standards and existing processes.

This position will also work with Data Strategists, Research Analysts, Data Analysts and Business Intelligence analysts to integrate external data with ongoing and new evaluation efforts, timely reporting and integration of data capture elements with business intelligence dashboards.

Essential Functions : Lead and guide the design, technical development and implementation of all application development related to Quick Base and/or other third party rapid-development cloud-based technologies to capture data from providers, CBH partners, and CBH departments Lead the design, build, and implement applications to capture relevant data for CBH programs, compliance requirements, and to streamline business processes.

Work with Data Analytics, CBH Departments and Enterprise data SMEs to ensure that all database designs are sound and in alignment with overall Enterprise and Data Governance goals.

Function as a solution lead/architect for business & clinical initiatives.

Lead, evaluate, and provide technical and architectural guidance to team members for new solutions and enhancements to existing solutions.

Works with team members related to systematic problem identification, analysis, and resolution.

Analyzes and reduces complex problems into simple, manageable components.

Assist team members to translate Business Requirements and/or Functional Specifications into technical solutions.

Interface directly with other Enterprise system development teams to develop technical specifications and implement automated data feeds into and from the data capture solutions.

Interface directly with other data analysts to understand and evaluate existing processes for conversion to Quick Base or other data capture solutions.

Bu i ld and maintain a strong functional team through effective recruiting, training, performance management, coaching, and team building.

All other duties as assigned Position Requirements: Education: Bachelor’s degree in Computer/Information Science Related Fields Relevant Work Experience: At least 3-5 years overall professional experience designing, developing and testing software applications; at least 3-5 years supervising staff in an IT project management role working within small/large projects.

Skills and Experience: Quick Base and/or Web-Based technologies Database Design Production Support Experience SQL and relational database technology experience Excellent communication skills Healthcare and/or health insurance in behavioral health experience preferred
