The ideal candidate for Jail Supervisor will effectively communicate both orally and in writing, will practice sound judgement, and think clearly under stress. S/he works well with others and can successfully lead a team. The ideal candidate takes initiative and has a solution-oriented approach to problems.The Jail Supervisor plans, organizes, directs, and supervises the City’s jail operations within the Police Department. He/She supervises the processing, transporting, health, safety, and welfare of persons in custody, and the operation and administration of prisoner custody facilities. He/she participates in the more complex and challenging work activities involved in the daily operations of the City’s jail and ensures compliance with Title 15 regulations. The Jail Supervisor also coordinates assigned activities with other divisions and performs a variety of technical tasks and administrative and clerical duties relative to assigned areas of responsibility.SUPERVISION RECEIVED AND EXERCISED Receives general direction from Jail Manager or designee. The background investigation will include a comprehensive investigation of the candidate’s background which may include: Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background check, education and employment history (including a credit, criminal and DMV review), personal statement, employment and personal reference check.Major DutiesEXAMPLES OF ESSENTIAL DUTIES – Duties may include, but are not limited to, the following:* Recommend and assist in the implementation of goals and objectives; establish schedules and methods for jail operations; implement policies and procedures.* Plan, direct, coordinate, and supervise the operation of the City Jail; evaluate operations and activities of assigned responsibilities to ensure operations, procedures, and policies are consistent with laws, rules, Title 15 Regulations, and guidelines of local, state, and federal agencies; recommend improvements and modifications; prepare various reports on operations and activities.* Oversee various contracts dealing with the provision of jail support services including, but not limited to, inmate food services, inmate medical and health services, alcohol and drug abuse screening, etc. Supervises services provided to ensure regulatory compliance and adherence to contract provisions.* Oversee and coordinate contract jail staff, including training, to ensure compliance with the accreditation standards required by the Commission on Accreditation for Law Enforcement Agencies (CALEA).* Participate in the selection of contract staff prior to assignment to City Jail. Inform vendor of any issues with contract staff; recommend changes to assigned contract staff, including reassignment or termination, to Jail Manager.* Participate in budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures.* May review and prepare reports on any incidents or allegations of violence or misconduct within the jail.* Receive arrestees onto the jail floor and process accordingly, e.g. conduct body searches, complete arrest/booking forms, perform data entry into local and regional databases, conduct Livescan fingerprinting and take photographs, provide medical screening; allow phone calls, issue linen and toiletry items, and escort and lock in cell.* Observes and checks inmates to ensure safety.* Release prisoners and provide court appearance information.* Prepare and transport inmates for court appearances.* Receives, inventories, properly stores, and returns personal property of individuals in custody.* Place orders for, and pay bills related to, the procurement of Jail supplies and services.* Administer approved medications per department policy.* Evaluate and maintains Jail equipment, technology, and other equipment installed by outside vendors including inmate phones.* Administer and screen applicants for Bail Bond Advertising program.* Design, implement, and manage all programs related to inmates including, but not limited to, programs that are imposed by law or deemed to improve or enhance departmental and City operations.* Prepare monthly, quarterly, and annual reports for the County of Los Angeles and the State of California.* Ensure the Jail facility meets the standards mandated by the State of California and the Los Angeles County Department of Public Health.* Coordinate inspections conducted by outside agencies.* Comply with all Title 15 and Corrections Standards Authority (CSA) regulations regarding the supervision of a local detention Type 1 facility.* Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.* Assist new or existing staff in learning departmental practices and protocols, methods, and procedures.* Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.* Foster an environment that embraces diversity, integrity, trust, and respect.* Be an integral team player, which involves flexibility, cooperation, and communication.* Performs other related duties and tasks, as assigned.Minimum QualificationsExperience and Training:* Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:Experience:* Three years of recent, paid work experience in the administration and operation of a jail facility, including one year providing technical and functional supervision over assigned personnel in a jail facility.Training:* Equivalent to the completion of the twelfth grade supplemented by specialized training in jail operations and the completion of thirty (30) semester units (or the equivalent of college-level coursework) in administration of justice, business administration, public administration, or a closely related field.* Completion of the Corrections Officer Core Course.License and Certificate* Possession of valid class C California driver’s license.* Possession of CPR and First Aid certificate.* Possession of STC Basic Correctional Officer Academy certificate.* Possession of or ability to obtain within 12 months of appointment: 1) STC Supervisory Course or POST Supervisory Course; and 2) STC Jail Facility Supervisor Course certificate (MACC).Knowledge, Skills & Abilitiesknowledge of:* Principles, practices, and procedures pertaining to the booking and housing inmates, including juveniles.* Equipment, tools, and materials used in booking inmates.* Pertinent local, state, and federal ordinances, codes, regulations, laws, and court decisions impacting jail operations.* Principles and practices of safety management.* Safety precautions and practices necessary when working with prisoners, including self-defense and physical restraint techniques.* Standard office procedures, methods, computer equipment, and applicable software applications.* Principles and practices of budget monitoring.* City administrative regulations and policies related to procurement and agreements.ability to:* Organize, implement, and supervise Jail operations/activities.* On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.* Interpret and explain pertinent jail and department policies and procedures.* Understand and apply basic penal, vehicle, and health and safety codes, and bail schedule.* Act quickly and calmly in emergency situations.* Assist in the development and monitoring of an assigned program budget.* Develop and recommend policies and procedures related to assigned operations.* Establish and maintain effective working relationships with those contacted in the course of work.* Work with various socio-economic, cultural, and ethnic groups in a tactful and effective manner.* Communicate clearly and concisely, both orally and in writing.
