Opportunity Overview

TuSimple’s Senior Manager, Purchasing leads all aspects of our strategic sourcing and corresponding processes.

In this role, the Senior Manager, Purchasing operates as the conduit, connecting Engineering, Product, Programs, Quality, Manufacturing and Indirect Purchasing, owning commodity strategies, supplier selection, RFQ’s and negotiations.

The incumbent will develop, implement, and continuously refine TuSimple’s global supply chain roadmap, partnering cross-functionally to facilitate and drive change management in execution of the roadmap, while ensuring alignment with business needs for development and industrialization programs,

Additional areas of focus include development, implementation and optimization of business intelligence and analytics requirements, systems, process, tools, and metrics, as it relates to supply chain and procurement and audit compliance,.

Role Responsibilities
Develops, implements and continuously refines TuSimple’s sourcing plan in line with the business and program objectives (development and industrialization).

Owns the overall RFI/RFP/RFQ process with the suppliers incorporated into the sourcing plan.
Responsible to lead/assist in negotiations with suppliers to achieve the sourcing plan objectives, and/or the business objectives and resolve disputes.

Responsible for creating the sourcing comparative analysis, ensuring cross functional feedback has been incorporated.
Negotiates/assists contracts, T&C’s, deliverables for materials procured (advanced product development and industrialization).

Partners across the business to develop, implement, own, and execute Master Service Agreements (MSA) and Scopes of Work (SOW) templates relative to Supplier sourcing.
Manages and develops the supply base, negotiates and measures performance, monitors performance, and manages supplier risks.

Integrates overall supplier performance from cross functional team members into the long term commodity strategies and develops deep supplier relationships/partnerships.

Monitor financial health of the supply base, evaluate risk, and develop countermeasures.
Operates as a leader across Purchasing project teams to support the development and implementation of processes and system changes which drive impactful business results.
Partners across the business (including Finance, Quality, Legal, and other Supply Chain teams) to ensure compliance with necessary regulations, quality frameworks, and internal controls.

Comply with all applicable laws/policies governing the buyer/seller relationship and conduct business in an ethical way to represent the company in the best possible manner.
Provides strong leadership in the recruitment, training and development of top-quality talent, ensuring the high level of performance and productivity.

Creates a culture of continuous improvement for processes, systems, data, training, people, etc.

Experience & Skills Required
High School Diploma or above in Management, Business, Engineering, Production, Supply Chain, Inventory Management, or a related field.
8 years Procurement experience, including:
2 year experience leading a team of Supply Chain/Procurement professionals, and
3 years experience leading the development and implementation of Procurement/Supply Chain processes and systems.
Proven excelling with building and improving processes and promoting quality
Deep understanding of supply chain principles and processes, including supply/demand planning, safety stock, lead-time, transportation, and warehousing
Superior knowledge of purchasing practices, including methods of establishing costs, selling prices, terms, and general knowledge of business law (e.g.

Mutual Non-Disclosure Agreements) relative to procurement practices and inventory management
Advanced knowledge of sourcing and materials management systems and processes
Ability to analyze Bills of Materials, Master Schedules, Excess and Obsolete Inventory Reports, in order to collect, analyze and summarize information and trends
Strong knowledge of, or experience with, Spend Analytics, Total Cost of Ownership (TCO) Modelling, SensitivityAnalysis,Leverage Management, Change Management, Risk Management, Conflict Resolution, and Stakeholder Management
Versed in different agreements and pricing structures paired with strong mathematical, financial acumen
Ability to read and understand legal contract terms.

Familiarity with financial management of contracts including understanding business cases, understanding contract cost structures, support and maintenance costs structures, and negotiating savings/reductions in costs for contracts.

Able to analyze costs and financial risks relating to contracts
Ability to read and understand engineering components and assembly drawings
Solid understanding of automotive and technical parts
Superior knowledge of shipping and receiving requirements and procedures
Excellent project management skills, with the ability to work to deadlines and successfully lead multiple initiatives.

Understanding of Lean Management, Agile, SCRUM, and continuous improvement best practices, principles and methodologies
Ability to analyze large volumes of complex data and distill it down to provide timely insights and actionable intelligence
In depth understanding of ERP systems, processes, and databases, as it relates to materials/procurement modules
Proven ability to conduct data mining analysis and reporting through ERP and other Procurement/Supply chain systems, identifying discernable patterns and trends, as well as associated implications
Proven ability to design User Front-End Applications for Manufacturing and Supply Chain
Proficient CRM systems, Excel/google sheets, and Contract Management tools and systems
Familiarity with compliance and audit standards, including SOX, as it relates to Procurement.
Proven success with change management and driving initiatives that produce positive business impact.
