At this level, incumbents typically independently represent the organization; serve as a subject matter expert who possesses highly specialized knowledge, skills, abilities, and experience; are responsible for a specialty program area that has a major impact on the organization.SUPERVISION EXERCISED AND RECEIVED+ Receives oversight from departmental management.+ First-line supervisory responsibility.ESSENTIAL DUTIES AND RESPONSIBILITIES:The duties listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.+ Actively manage and administer the Railroad Agreements and property rights agreements, including those listed above.+ Provide SCRRA Engineering, Operations, Planning, Finance, and Legal departments with language and interpretation related to the referenced agreements depending on the issue at hand.+ Ensure annual revenues and expenditures under existing SUA’s are current and up to date, in collaboration with the Finance department.+ Develop working relationships with freight railroad and Amtrak joint facility departments to better facilitate PSA, SUA, and C&M amendment negotiations based on operational changes on Metrolink’s system.+ Assist the Engineering and Construction group with the SUA work order process/issuance as it relates to construction on freight railroad owned rights-of-way.+ Maintain the railroad agreement database in terms of agreements by subdivision and mile post boundaries, agreements by executing parties, and agreements associated with revenues and expenditures.+ Develop applicable policies or standard of operating procedures to improve the management and administration of the various agreements.+ Perform other related duties as assigned.MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS:EDUCATION AND EXPERIENCE+ Bachelor’s Degree in Engineering, Urban Planning, Transportation, Business Administration, Real Estate or a related area.+ A minimum of (5) years of work experience in with railroad, right of way and/or related real estate agreements.+ A combination of training, education and or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications.

Advanced relevant coursework may also substitute for a portion of required experience.+ Valid Class C Driver’s License with a satisfactory driving record of no more than three moving violations and no DUI’s within the last three years.KNOWLEDGE, SKILLS AND ABILITIESKnowledge of:+ The Authority’s operations and business practices, as well as the railroad regulatory environment+ Crew and equipment manipulations, and all rolling stock and related air brake equipment+ Applicable local, state, and federal laws, rules, regulations, and policies governing public contract administration processes+ SCRRA and Freight Railroad operations and business processes+ Railroad Maps, Track Charts, Timetables, Passenger and Freight Railroad Equipment, Operating Parameters+ APTA and FRA guidelines+ Risks and system vulnerabilities+ Negotiate, develop and write Railroad Agreements including operation and engineering estimates) and related commercial issues (car miles, train miles, dispatching)Skilled in:+ Use of Microsoft Office+ Use of budgeting software+ Railroad Operations and EngineeringAbility to:+ Communicate effectively, both orally and in writing, to individuals and groups at all levels within and outside of the organization+ Manage multiple projects+ Organize data efficiently and accurately+ Maintain relationships with appropriate railroad or functional industry partners+ Work independently, prioritize assignments and meet deadlines with minimal supervision+ Demonstrate effective, productive working relationships with personnel at all levels in the company and with representatives of outside agencies and groups in a similar positionPHYSICAL REQUIREMENTS+ Transition between standing, walking and sitting at varying lengths of time+ Climb or balance and stoop, kneel, crouch or crawl+ Use hands to finger, handle, feel and grasp tools to perform the duties of the position+ Ability to lift, hold and move objects up to 25 lbs.+ Hear and perceive the nature of sounds+ Listen and express or exchange ideas by means of spoken words+ Adjust visual focusWORKING CONDITIONSPosition requires work in a normal office environment with little exposure to excessive noise, dust, or temperature.

Based on job duties, work may also be conducted in outdoor environments, at construction sites, railroad track and right-of-way environments, and warehouse environments, with possible exposure to individuals who are hostile or irate, moving mechanical parts, and loud noises (85+ decibels, such as trains, heavy trucks, construction, etc.).SUPPLEMENTAL INFORMATION:Selection Process:Following a review of resumes and/or applications, the most highly qualified candidates will be invited to continue in the selection process.
