Program Manager with Security Clearance

Responsibilities Responsibilities As the Mission Maintenance – Future Requirements (MMFR) Program Manager (PM), you will lead a team responsible for Research, Development, Test & Evaluation (RDT&E) services for development, employment and deployment of Range instrumentation systems in the broad ocean areas and worldwide to support customers Test & Evaluation (T&E) and Technology Demonstration flight test events. Supporting the Naval Air Warfare Center – Weapons Division (NAWCWD) your customers may include US Navy, US Army, and other governmental entities. In addition to being PM, you will be site lead for our new office in Monrovia, California. In this position, you will develop executive-level communications and correspondence, and assist in the development of white papers, briefings, and position papers, proposals, research to help manage and grow the business. The successful candidate will have a strong program management background, a good understanding of business operations, and will enjoy the challenges related to identification, qualification, and pursuit of complex hypersonics and related projects geared toward growing the business. Responsibilities and Activities include: * Responsible for P&L and daily management of personnel and program * Will supervise professional and technical personnel performing in their regular disciplines * Manage the integration of vendor tasks and tracks and reviews vendor deliverables * Recommend and direct the analysis and solutions of problems * Participates in the development and execution of budgets, sales and marketing plans and other strategic tools * Participates in driving initiatives for achieving established objectives * Provides management services including general administrative oversight, time accounting, financial tracking, cost projection, inventory management, personnel evaluation, and support * Support development of the annual operating plan and budget development * Support recurring finance reviews within the organization; plan and track expenditures; analyze variances and return to green plans; and assist PMs to initiating corrective actions where needed * Monitor the status of financial accounts, ensuring that task order charges accurately reflect the correct labor hours and rates, subcontractor costs and other direct costs (ODCs) * Financial modeling and forecasting * Gap analysis modeling and selecting teammates in support of business captures. * Other duties as assigned Qualifications Qualifications Required Experience : * Requires BA/BS with 12-15 years of experience with at least 4 years of program and people management responsibilities Required Skills: * U.S. Citizenship * Active Secret clearance w/ability to obtain and maintain TS clearances as required * Ability to manage multiple priorities and adapt to change * Excellent communication skills, both written and verbal * Ability to manage short suspense’s, and build consensus Desired : * Knowledge of Range Safety and Support operations in Western & Eastern Ranges * Project Management Professional (PMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management
