This position requires controls knowledge and expertise in the discipline of project controls and a solid level of understanding of construction industry best practices and means and methods. This position will assist in the definition of the program and project controls – including development of data structures (Work Breakdown Structure, Cost Breakdown Structure, etc.). Will define the program and project controls approach, setting forth recommendations, which will include control systems and tools, procedures, reports, and assignment of responsibility. Assists the Owner in preparing and implementing a Controls Plan for the program/project. Will lead a team of controls staff to the successful completion of client projects.
Essential Duties Of Position
Oversee the development, setup, verification and implementation of the program/project controls systems and tools related to all control disciplines.
Analyze the Program team requirements and staffing resources. Recommend a team structure and supplemental resources as required.
Lead the project controls team in the resolution of program issues and problems.
Coordinates review of the project/program controls approach with the Client’s leadership staff (e.g., Chief Financial Officer, Contracting Officer).
Establish with the Client’s staff and other stakeholders reporting formats and setup of the control system.
Establish and analyze the program’s key performance metrics.
Establish and maintain appropriate internal control safeguards to ensure consistent reporting of accurate information.
Develop and monitor compliance with controls related policies and procedures.
Other duties and responsibilities as assigned.
Position Qualifications
Bachelor’s degree in finance, Accounting or Construction Management.
MBA preferred.
A minimum of 10 years of experience related to project and program-level controls on major construction programs. Demonstrated track record of success with progressively higher levels of responsibility.
Specialized skills and proficiency with project/program controls software and web-based program management systems (e.g., Oracle/Primavera Project Management – P6, e-Builder)
Established track record of leading effective controls teams.
Must understand construction means and methods.
Skills
Strong leadership skills. Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several assignments.
Knowledge of finance, accounting, budgeting and cost control, scheduling, and schedule management principles.
Excellent professional written, verbal, and interpersonal communication skills required.
Solid technical and organizational skills.
Ability to work independently and as a team member to achieve client goals.
Ability to effectively participate in and facilitate group meetings.
