Payment Systems Operations-Risk Program Manager First Line of Defense

PAYMENT SYSTEMS OPERATIONS (PSO) RISK PROGRAM MANAGER FIRST LINE OF DEFENSE WHAT IS THE OPPORTUNITY? This position manages the development and implementation of Risk Programs across all bank defined payment systems within the Treasury Management Solutions. Works with the 2LOD to ensure alignment of Risk Management Framework and compliance with Heightened Standard requirements. Assist the Division Risk Manager in the coordination and preparation of all reporting and documentation and ensuring standardization of programs. Performs Risk assessments throughout various risk disciplines while identifying potential issues, control gaps, and potential process efficiencies. The PSO Risk Program Manager is also responsible for promoting risk awareness within. Office of the President Division Working within the Office of the President division, you will be part of the team that provides strategic support and guidance to City National’s commercial lines of business with a strong focus on integrated and streamlined risk and compliance programs. WHAT WILL YOU DO? Manage the execution of all Risk related risk activities (RCSA, Fraud Risk Assessment, KRIs, Reputation, Operational Loss and Near Miss Reporting, Third Party Risk Assessments, and Sales Practice) for bank defined systems to ensure consistency throughout managed Divisions. Maintain the Risk and Control Library for the Division and leading effort to standardize across all teams; maintain and update as often as needed. Oversees and manages the Issues Management process for the Division, ensuring adherence to 2LOD procedures for ongoing monitoring and reporting of Self-Identified, 2LOD Identified, Audit, and Regulatory Issues. Understands Divisional policies and procedures governing the risk activities and applicable regulations to ensure controls are in place to comply, and any breaches are escalated and resolved timely. Act as Subject Matter Expert and assist in the development on Risk Policies and Procedures Develops actionable risk management dashboards, including key risk indicators, RCSA results, Issues Management and Operational Losses leveraging existing and developing new reporting as needed; ensure alignment of management reports with Enterprise Risk Management and other applicable areas. Coordinate risk activities across the divisions to ensure material/key risks are identified, escalated, managed, and remediated timely. Work with the Divisions on Third Party Risk / Vendor Management to ensure consistent approach and readiness for reviews. Participates and provides documentation in Audits/Exams and other reviews as needed. Researches a wide variety of topics and issues including emerging risks and trends and risk management best practices; summarizes and communicates findings with team. Provide insight and supporting data to assess scenario impact assessments (e.g. a Business Continuity Assessment, CCAR loss forecasts etc.) Stays abreast on specific reporting standards, department reporting requirements and bank system changes/enhancements. WHAT DO YOU NEED TO SUCCEED Must-Have Bachelor’s Degree Finance, Economics, Mathematics, Statistics or related field Minimum 7 years of experience in financial services Minimum 5 years experience in compliance or risk management Minimum 5 years of Advanced level experience in Microsoft Office skills, including Word, Excel, Access and PowerPoint Previous relevant experience in the Commerical Cash Management products space Sound understanding of Clearing systems, Regulatory framework, and Risk Management disciplines related to US ACH processing Exposure to TCH and NACHA. Skills and Knowledge Familiarity with OCC Heightened Standards preferred Tableau experience preferred Previous experience in financial services industry and/or risk management. Proficiency in MS Project, Excel, Word, Access, Power Point, SharePoint. Strong project management experience. Demonstrated ability to think critically and facilitate change through collaborative effort. Strong interpersonal, verbal, and written communication skills. Self-motivation, discipline, task focus, the ability to structure and present work and a proven record of delivering high quality results within strict deadlines. Must have the ability to multitask and prioritize several concurrent initiatives. Demonstrated ability to interact effectively, internally and externally, with the most senior representatives of organizations, regulators and vendors. Compensation Starting base salary: $92,114 – $156,880 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
