Position Description

RAND is seeking a Manager of Regulatory Reporting to be responsible for oversight of the preparation and submission of our regulatory filings to international, federal, state and local government agencies and the management all of the related audits.

Additional duties will include but are not limited to: 

Managing RAND’s relationship with the Defense Contract Audit Agency (DCAA) auditors for federal government contracts and grants

Preparing and reviewing regulatory filings;-managing other regulatory audits, including, but not limited to property tax sales/use, benefit plan and the annual Uniform Guidance

Oversight of the drafting of tax schedules for the annual IRS 990 Form to support our external tax preparation firm

Reviewing routine regulatory returns such as census reports, property tax returns, sales/use tax returns, state registrations and escheat filings for all required states and jurisdictions.

Provide oversight of the payroll process. 

Manage periodic software upgrades for Payroll related to WorkDay.

Assisting in the development, implementation, and monitoring of policies and procedures to ensure compliance with laws and regulations. 

Consulting with, making recommendations to and training internal clients in areas such as timekeeping and handling unallowable costs. 

Determining staff level, interviewing/hiring new employees, ensuring appropriate training, conducting performance reviews, counseling employees and taking appropriate disciplinary action.

Providing leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews.

Evaluating the company’s tax posture through comprehensive analysis at all levels (federal, state, and local).

Manage tax filing processes and develop strategies to optimize RAND’s tax and regulatory filing costs.

Evaluating RAND’s international tax posture as it relates to existing countries and potential entry into new countries arising from contract activities.

Advising senior management on strategies to move forward on business development opportunities, inclusive of transfer pricing analyses.

Qualifications

Experience with complex regulatory filings is required.

Experience with DCAA is highly desirable.

Experience with not-for-profit accounting, the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) is desirable.

Knowledge of DoD security rules and regulations is desirable.

Must be highly motivated with consistent attention to detail.

Advanced Excel skills desired. 

Must have superior communications skills; able to assess what information is needed and effectively communicate to all internal and external clients.

WorkDay knowledge is a plus.

Education Requirements

BA/BS in accounting or tax related field required

CPA required

Experience

Minimum of 6 years with 3 years of supervisory experience
