Care’s mission is to provide access to quality health care for Los Angeles County’s vulnerable and low-income communities and residents and to support the safety net required to achieve that purpose.Job SummaryThe Manager of Cultural and Linguistic Services is responsible for the management of the Cultural & Linguistic Services Unit and its programs and services. Responsibilities includes but are not limited to: 1) ensure L.A. Care and its subcontractors are compliant with state and federal regulatory agencies and NCQA standards; 2) provide technical assistance to internal departments and L.A. Care subcontractors; 3) improve and/or standardize departmental processes to be efficient and effective; 4) oversee interpretation and translation services and cultural competency training programs; 5) develop and implement departmental policies and procedures; 7) manage departmental budget and staff; 8) represent L.A. Care Health Plan at stakeholder meetings; and 9) complete other related activities as requested.DutiesManage staff, including, but not limited to: monitoring of day to day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others. Resolves conflicts and manages staff performance issues, as needed.Project management – Lead the team utilizing project management skills by developing careful and thorough work plans, communicating effectively, task management and teamwork. Using strong decision making skills ensure projects are completed effectively and efficiently.Prepares, reviews and updates policies and procedures, program descriptions, evaluation reports, ongoing monitoring reports, and other administrative documents for the assigned work unit. Develop, implement, and evaluate projects and departmental work plans to be in align with organizational goals. Initiate continuous process improvement initiatives for increased efficiencies and cost savings.Lead and ensure health plan compliance of regulatory requirements and contracts with the state and subcontracted agencies. Oversees implementation of critical and/or organizational cultural and linguistic initiatives and projects.Departmental budget management and planning including annual budget proposal, justification and 4+8 forecast. Ensure budgets are in alignment with organizational initiatives as related to regulatory requirements and organizational needs for services.Negotiate vendor contracts, initiate and lead the RFP process when sourcing new vendors and negotiate the develop the SOW. Manage multiple contracts with external translation and interpreting service vendors.Manage multiple contracts with external translation and interpreting service vendors.Manage centralized language access program for L.A. Care and assure compliance and oversight of its subcontracting agencies.Perform other duties as assigned.Education RequiredBachelor’s Degree in Public Health or Health AdministrationIn lieu of degree, equivalent education and/or experience may be considered.Education PreferredMaster’s Degree in Public Health or Health AdministrationExperienceRequired:A minimum of 5-7 years of experience in a healthcare/managed care environment with at least 3-4 years of supervisory/management experience.Experience overseeing multiple complex projects and a minimum of 1 year of project management experience implementing technology efficiencies to improve department workflow.Experience working with regulatory agencies.Experience developing policies and procedures.Experience managing and developing staff.Experience negotiating vendor contracts.SkillsRequired:Excellent verbal and written communication skills.Ability to work well with others, using tact and diplomacy.Knowledge of Microsoft Office.Ability to manage relationships with vendors and contracts, and negotiate vendor contracts.Ability to develop strategies to improve the department’s performance.Strong interpersonal skills and the ability to work in a team environment.Budget management skills.Preferred:Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable.
