Job Summary The Enterprise Shared Services Project Manager III is a subject matter expert on Claims, Electronic Data Interchange (EDI), Encounters, and Clinical programs and is responsible for managing all aspects of assigned projects that are generally complex and medium to large in scope.

This includes project initiation, planning, execution, monitoring and controlling and closing phases and management of project scope, time, costs, risks and quality management efforts.

In this capacity, the Project Manager uses their subject matter expertise to develop, manage, lead, and maintain the project plan, schedule, resources, and project artifacts; supports centralized document repository; identifies and tracks risks, assumptions, issues, and dependencies; provides timely status reports and proactively escalates issues for resolution; performs project reviews and drives continued progress for project success.

This position closely collaborates with business owners across Enterprise Shared Services, I.T., vendors and other organizational staff to understand the business need for each project, to define project scopes, setting priorities, developing and managing project/program plans, tracking issues and resolution, managing the implementation, driving continued progress with related solutions and overseeing all aspects of assigned project.

Acts as a Subject Matter Expert, serves as a resource and mentor for other staff.

Duties Lead and manages all signed projects.

Develops, manages, and maintains the project plan, schedule, budget, resources, and project artifacts; supports centralized document repository; identifies, tracks and mitigates risks, assumptions, issues, and dependencies; provides timely status reports and proactively escalates issues for resolution; performs project reviews and drives continued progress for project success.

Acts as Liaison between cross functional business service areas and I.T.

providing domain subject matter expertise and experience for multiple business departments, including Claims, EDI, Encounters, and Health Services.

Meets with business owners and unit staff, management, third party contractors/vendors, cross-functional project team members and other department resources to ensure effective management and momentum of projects, as well as Enterprise Shared Services initiatives.

Lead and manages project and/or program initiation through post implementation including development of charters and scope definition documents.

Defines, develops and manages the project scope, including planning definitions, verification and development of comprehensive work breakdown structure (WBS)/ project plans by using subject matter expertise.

Responsible for holding team members assigned to project work accountable for on-time delivery of assigned scope within baselined schedule, and costs/effort.

Develops, manages and communicates effective risk management plans, ensuring overall project/program objectives are monitored and controlled effectively with minimal impact to phased milestone or final product/service delivery.

As a Subject Matter Expert, develop and conduct training on unit processes, for lower-tiered Project Manager positions.

Performs other duties as assigned.

Education Required Bachelor’s Degree in Health Administration or Related Field In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred Experience Required:At least 5 years of Project Management experience in an organizational setting; Strong HMO experience/ managed care health insurance programs with preference given to applicants with strong experience in Medicaid and Medicare managed care.

Experience utilizing Project Management Life Cycle (PMLC), System Development Life Cycle (SDLC) utilizing Waterfall and/or Agile methodologies and Quality Assurance (QA) and User Acceptance Testing (UAT) methodology standards and best practices; Development of Requirements Specifications, Design, Process/Flow Diagrams, Test and Implementation Plans.

3 years of experience leading Claims, Electronic Data Interchange (EDI), Clinical, Information Technology (I.T.), or Encounter projects.

Experience in business process improvement and cost benefit analysis.

Experience facilitating complex decision making among multiple executive stakeholders with different interests and priorities.

Experienced in vendor/contract management and negotiations.
