Assistant Director, Homeless Services

Schedule: Monday – Friday (7:30am – 4:00pm)

SUMMARY

Under the supervision of the C3 Program Director, the Assistant Director will supervise staff and manage the day to day operations of the Molly Lowery and Frank Rice Center. The Center will offer resources and support services to assist individuals enrolled in services with the C3 Multidisciplinary Street Outreach teams. The Center will engage street homeless clients by providing a space to receive supportive services and access to hygiene. Showers, wellness activities, support and process groups, case management, and medical and mental health services will be provided on-site. The Assistant Director will provide leadership and oversight to the Center’s staff and work in collaboration with the C3 Street Outreach teams. The Assistant Director will work with the leadership team to ensure that the Center provides high quality, integrated care and services to clients.

C3 Outreach teams are a core part of LA County’s street-based engagement effort on Skid Row. Our program is a part of the LA County/City approved strategy to combat homelessness through building relationships with the most vulnerable, chronically homeless individuals. C3 works to identify, engage, and connect homeless individuals to interim and permanent housing and life-saving supportive services.

The Mollie Lowery and Frank Rice Center are designed to serve approximately 75 people clients at a time, with a capacity of up to 200 per day. This new program provides low-barrier, harm reduction-based services to the highest-need individuals living on the streets of Skid Row.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the supervision of the Program Director, the Assistant Director responsibilities include:

  • Providing oversight of day-to-day operations of the C3 Molly Lowery and Frank Rice Center, including training and supervision of the Safety/ Engagement Specialist, Wellness Coordinator, Client Services Specialists.
  • Overseeing the administration of wellness activities, showers, mail, and any other site-specific services that are provided to C3 outreach clients.
  • Providing crisis intervention to clients facing medical and mental health crises, including writing LPS 5150 holds.
  • Providing clinical support for both center and field-based outreach staff.
  • Coordinating and collaborating with C3 Program Managers to ensure continuity of client care.
  • Developing programming and training for all staff that adheres to Harm Reduction and Trauma-Informed Care principals.
  • In coordination with the C3 Program Director, facilitating weekly case conference and training sessions for all staff.
  • Meeting directly with program clients to evaluate clinical needs and provide consultation to direct service staff.
  • Recruiting, hiring, and evaluating staff within the guidelines of The People Concern Personnel Policies and in conjunction with the Program Director.
  • Maintaining positive, ongoing and collaborative relationships with other TPC departments as well as outside agencies, including the Department of Health Services (DHS), LAPD, Department of Mental Health (DMH), LAHSA outreach teams, and Skid Row service providers.
  • Scheduling for medical and psychiatric services provided at the Center with subcontracted providers.
  • Compiling statistics monthly and other reporting information as needed.
  • Providing program development and implementation in conjunction with the Program Director.
  • In compliance with contract requirements, manage orientation, intake services, emergency response, wellness, and case management activities.
  • Other duties as assigned.

QUALIFICATIONS

  • Master’s degree in Social Work, Psychology, or Marriage and Family Therapy. Licensed preferred, or ability to be licensed within 6 months of employment.
  • LPS designation, or ability to obtain.
  • Registered with the California Board of Behavioral Sciences.
  • Minimum of one (1) year experience in the management of direct service staff.
  • Minimum of two (2) years’ experience working with homeless individuals with severe and persistent mental illness and co-occurring disorders.
  • Experience in training staff to deliver low-barrier and harm reduction-based services.
  • Knowledge of the Skid Row community and resources preferred.
  • Excellent verbal and written communication skills.

Work Environment

  • Combination of field and office environment
  • Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
  • On occasion walk or drive to different local sites
  • Will necessitate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist and sit throughout the day
