Responsible for the overall development and execution of the strategic community development plan for Bank’s West Coast presence. Implements and delivers regional community development programs consistent with the Bank’s overall CRA plan. Acts as liaison to community organizations, local elected officials and Municipal, State and Federal Regulators. 

Primary responsibilities include: 

  • Coordinates and implements Community Development Service Programs in support of the Bank’s CRA obligations. Builds upon Signature Bank’s success with First Time Investors Program, Signature Scholars, Building Improvement Initiative and Vita program. CDO encourages volunteer activities by West Coast employees.
  • Analyzes and extracts information from LARs for reporting, peer analysis, and trend analysis ; utilizes this information to frame responsive activities and programmatic initiatives to meet community needs. 
  • Identifies eligible Community Development loan and investment opportunities.   Up date s and maintain s local CD loan database on a monthly basis. Communicate s on a regular basis to ensure accurate reporting of information for inclusion in all CRA reports. CDO shall conduct site visits and perform property and project due diligence.
  •  
  • Liaisons and meets with community-based and advocacy organizations to  ensure healthy and positive working relationships with the community and to better understand the community needs. Represents the Bank and attends community meetings, encourages active dialogue, provides grant support, and provides technical assistance. 
  •  
  • Interacts with peer competitors at community events, conferences and seminars to maintain knowledge base of what others are providing to the community.
  •  
  • Maintains accurate and complete files of all comment letters. Letters are to be retained and communicated with the NY office.
  •  
  • Review corporate contribution and sponsorship requests. Make funding recommendations to NYC.

Qualifications:

 

  • Knowledge of Federal, State and Local CRA Regulations; knowledge of Local Community Housing, Economic Development and Small Business programs; expertise in the use of Rata Comply software
  • Bachelor’s degree from four-year college or university required
  • Bilingual preferred; ability to make public presentations; public speaking; strong written and verbal skills; proficiency in Microsoft Word, Excel & PowerPoint
  • Ability to travel at regular intervals between Northern and Southern California and locally in each are of the Bank’s Delineated CRA Area
  • Knowledge base of non-profit organizations and financial institution competitors; existing relationships with community- based and advocacy organizations a plus
  • Minimum 7 years community development experience required 
  • Experience dealing directly with regulators and elected officials
