OSITION TITLE: Assessor & Quality Assurance/Inspection Supervisor DEPARTMENT : Energy and Environmental Services (EES)REPORTS TO : Program ManagerWORK LOCATION : PACE Headquarter and Field sitesEMPLOYMENT STATUS : Exempt* PROGRAM SUMMARY:PACE Energy and Environmental Services provides Home Energy Assistance, Weatherization and other services to low-income residents of the greater Los Angeles area. These programs provide utility bill assistance and install measures to help improve the energy efficiency, safety and comfort of eligible homes or apartment renters. The new employee will be hired under a contract between PACE and the State of California Department of Community Services and Development (CSD) to implement programs of Low Income Home Energy Assistance Program (LIHEAP), and other programs administered by CSD and Department of Energy (DOE) Weatherization Assistance Program (WAP).Contract between PACE and Energy Savings Assistance Program offers no-cost, energy-saving home improvement services to income qualified renters and homeowners.* SUMMARY OF DUTIES:The Quality Assurance/Inspection Supervisor shall manage and supervise the day to day performance of Inspectors/Assessors and other staff of the Quality Assurance/Inspection section. S/he will supervise and monitor the implementation of all quality assurance/inspection work and resolve any assessor/inspection issues that may arise in the work site. S/he will conduct assessment and inspection of all outreached/qualified units to determine eligibility to receive weatherization program measures and benefits. S/he will also supervise QA/Inspection staff’s work and perform certification of compliance of installations based on appropriate program guidelines.* POSITION RESPONSIBILITIES & DUTIES:The Quality Assurance/Inspection Supervisor will work closely with the Department Director and Program/Production & Installation Manager to ensure the smooth flow of work in the implementation of the Weatherization Programs.Specifically, the Quality Assurance/Inspection Supervisor will:*

  • Oversee and supervise the activities performed by the Section staff to ensure that work activities are carried out in the prescribed manner and targets are met per set deadlines;* Work closely with Program/Production & Installation Manager to ensure that completed and eligible units are scheduled for assessment to identify appropriate measures that need to be installed;* Conduct post implementation inspection/quality assurance to certify installation of measures are compliant to appropriate program policies and guidelines;* Track and report fail inspections and ensure all corrections and remedies are provided as required/specified by program/s;* Provide training, guidance and assistance to Quality Assurance Section staff in the efficient completion of their tasks, as needed;* Ensure completeness and accuracy of required assessment, inspection or QA reports and their submission in a timely manner;* Evaluate performance of Quality Assurance Section staff;* Prepare Development and/or Performance Improvement Plan, as necessary to ensure staff assigned tasks/responsibilities are implemented and completed per Program guidelines;* Provide other necessary support functions as may be required from time to time.* QUALIFICATIONS, EXPERIENCES & SKILLS:The appropriate candidate for this position must:* Be a High School Graduate or equivalent, AA or BA degree desirable* Possess or work towards securing majority of the following:* CSD Basic Weatherization Certificate* CSD Duct Blaster/Blower Door Certificate.* OSHA Asbestos 16 hours O & M Certificate* EPA Lead Renovator Certificate* CSD CAS Certificate* OSHA 30 Certificate* R.E.M Energy Audit Certificate* Home Energy Audit Professional (HEAP) certificate.* Have the ability to process, analyze, calculate and prepare comprehensive reports and formulate recommendations regarding complex program matters.* Capacity to handle huge workload in a fast-paced office environment and produce needed results on targeted deadlines.* Be able read and interpret basic and complex documents such Technical Reference Manual, procedural manuals, safety rules, memoranda, to name a few.* Be able to write routine reports and correspondence.* Have effective communication skills, oral and written to successfully interact with staff, customers, funding agency representatives and other PACE employees.* Have adequate computer skills and sufficient knowledge of popular software and database programs.* Be tenacious and patient to handle field staff issues and complete assignments/tasks within established timeframes.* Plan ahead, organize and visualize an effective work plan for the week, month, or year.* Be perceptive to understand work requirements, imaginative to think outside the box and adventurous to try alternative strategies to meet long-standing challenges.* Bilingual in Spanish or other Asian languages, a plus.* SPECIAL REQUIREMENTS:* Must pass employment background verification.* Must pass a pre-employment physical examination that includes drug and alcohol testing.* Must have a valid California Drivers License, reliable transportation and required automobile insurance coverage for the duration of employment with PACE.* PHYSICAL DEMANDS:* The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
