Job Summary Description:The Pre-Inspection Manager (PIM) position is ideal for seasoned forestry professionals with an educational background in forestry, horticulture, arboriculture, environmental studies, conservation, or related disciplines and with experience in these fields and line of work.
Contingent at the approval of our contractors, our Pre-Inspection Manager (PIM) support Operations Managers by performing inspections, audits, and monitoring contractor performance.
PIM’s may plan, direct, and coordinate the activities of assigned tree clearance crews.
PIM’s shall be assigned to work with the PG& E Representative or the ACRT Pacific operations manager, to manage Contractor employees, and to perform direct oversight of Vegetation Management work conducted on Electric Distribution or Transmission systems.
Position Title: Pre-Inspection ManagerAlternate Title: PIMPosition Reports to: Operations ManagerDivision: OperationsDepartment: OperationsFLSA: Non-Exempt In addition to your hourly wage, PIMs receive $25.00 in subsistence as taxable income for each day worked in excess of 4-hours.
Duties & Responsibilities:The PIM shall manage Contractor employees, and to perform direct oversight of Vegetation Management work conducted on Electric Distribution or Transmission systems.The PIM shall ensure record accuracy of information by Contractor employee(s).The PIM shall be responsible to review and communicate environmental requirements to each Contractor employee(s) location.The PIM shall, on a daily basis, be responsible to including but not limited to check outage databases, review tree summary / LOB data repository for errors or issues, delegate assigned tasks by customer, field customer inquiries, check in with teams, primary contact for Contractor employee(s) safety reporting, track daily resource and production data, manage ITS constraints, communicate with client PG& E Representative or TreePartner, assist with communicating messaging from Operations.The PIM shall, on a minimal weekly basis or as required, be responsible to including but not limited to conduct safety briefs / team check-ins, perform safety audits, perform desktop reviews of work packages, check time stamp reports to ensure productivity, assign circuit goals, prepare for status meetings / PMD report analysis, prepare index maps for project patrols, resolve refusals, assign work to pre-inspection staff, field validation for work verification findings, and review any completed index maps per Mapping procedure.PIM shall, on a minimal weekly basis track unassigned units in tree summary and support pre-inspection in clearing units for workflow continuity.
A monthly review shall be completed to ensure any units that unassigned units are cleared for work and can be issued to the tree contractor.The PIM shall, on a minimal monthly basis or as required, be responsible to including but not limited to conduct QC/QA safety audits, perform/ catalogue QC/QA field audits, conduct monthly operation/safety meetings and review project completion timelines for quarter.The PIM shall provide necessary information to Contractor employee(s) including but not limited to goals, schedule, and pre planning report.As directed by a PG& E representative, the PIM shall maintain working relationship with all public agencies including but not limited to Caltrans, CalFire, USFS, and BLM.The PIM shall maintain working relationship with PG& E’s tree contractors to assist in escalated work such as customer complaints Basic Responsibilities:The PIM shall perform quarterly mapping audits.The PIM may perform Quality Check audits on assigned VMIs and SVMIs, focusing on field compliance and data integrity.The PIM shall archive/upload maps in Shared Drive where applicableThe PIM may be required to assist in outage, fire and incident investigation.The PIM may be asked to assist in customer claims investigations.The PIM may perform and support corrective actions.The PIM shall prepare inspection results for PG& E representative agency submittal.The PIM shall assign new hire trainings, on-boarding and (WBT) web-based trainings for pre-inspectors.The PIM shall ensure that their work is performed in accordance with PG& E Vegetation Management Standards and Procedures, project specifications, applicable permits, and safety requirements, and in compliance with all governing federal, state, and local jurisdictional agencies.The PIM shall be required to utilize computers and be capable of running reports and updating data within PG& E’s VMDSRs.The PIM shall be capable and comfortable working with software applications such as Excel, Word, and PowerPoint.The PIM may be asked to assist in the local (DSR) District Storm Room in the role of (VRC) Vegetation Resource Coordinator, as required.
Shall perform all necessary duties for emergency response in accordance with all safety requirements, laws and regulations, and applicable labor agreements.The PIM must assure all sections of line are patrolled according to the annual plan and VM patrol standards and processes, and that these patrols were correctly documented under PG& E’s mapping procedure.The PIM must identify and notify the PG& E representative of newly identified Idle and Private Lines.The PIM shall perform other Work as directed by the PG& E representative or ACRTPacific operations manager to adhere to PG& E standards and procedures.
Qualifications:Must meet the general requirement below:High School diploma or GED, ANDRequired to maintain a Class C driver’s license AND must meet one of the experience levels below.
Experience requirements (must meet one):Two (2) years of experience as a tree crew climber/tree crew foreman with at least two (2) years of line clearance certification ORTwo (2) years of experience as a Vegetation Management Inspector and Certified Arborist ORTwo (2) years of experience as a Registered Professional Forester ORTwo (2) years of experience as a Utility Inspector or higher classification with at least one (1) year of vegetation management experience ORFour (4) years of Military Service with honorable discharge and at least one (1) year additional year of vegetation management inspection experience ANDApproval by PG& E Representative may be required Training:OSHA 30-hour construction safety overview (Must be completed within six months of start date)Certified Tree Safety Professional (CTSP) or Certified Arborist (CA) from the International Society of Arborist with a Tree Risk Assessment Qualified (TRAQ) certificate.
