CONTRACT SUMMARY The Counterintelligence Division, China Intelligence Section serves to provide strong, effective leadership and guidance to FBI field office investigations and operation, in the United States and overseas, directed against adversarial foreign intelligence services. JOB SUMMARY This is a contract to provide shall provide Subject Matter Expertise (SME) services to assist the Government with the management of projects and associated activities within the CD. These personnel are to provide consulting services in support of the CD to include participation in meetings, assisting the FBI with briefings with industry, and supporting specific section initiatives as detailed in Section 2.1.1.1 KEY RESPONSIBILTIES * Assess reporting from Confidential Human Sources for indications of fabrication, withholding of information, or possible disinformation, and assist in identifying information gaps in the reporting by CHSs.
* Interface and coordinate, almost daily, with Area of Responsibilities Field Offices, Legal Attaché operational units within HQ, and/or components of the USIC and to a lesser extent, other USG entities.
* Attend meetings involving Unit and case related matters.
* Maintain liaison with USIC members as necessary, in support of caseload.
* Conduct comprehensive assessments on subjects of interest to FOs.
* Identify information gaps in counterintelligence reporting.
* Conduct operational counterintelligence targeting assessment and identify collection requirements.
* Provide recommendations for correcting mistakes or problems identified during an operational counterintelligence review.
* Provide specific operational input for field offices in addressing identified issues.
* Travel domestically as required.
* Provide other assistance as needed or as directed by the FBI technical supervisor in furtherance of the unit’s mission and/or objectives of this contract. QUALIFICATIONS * Bachelor’s Degree (not waivable for additional experience) from an accredited university.
* Minimum of (10) ten years of experience working national security matters.
* Minimum of (5) five years working counterintelligence matters.
* Extensive knowledge specific East Asia regional subject matter familiarity.
* Proven experience recruiting human sources and exploiting technical surveillance.
* Excellent oral and written communication skills.
* Exceptional interpersonal skills.
* US citizenship.
* Must possess have a current, within four years, CI Polygraph from the FBI or an approved agency prior to report date.
* Ability to obtain and maintain a Top Secret (TS) / Sensitive Compartmented Information (SCI).
