Job Summary

The Project Portfolio Manager – Sr, serving all divisions within the Enterprise, with a high level of autonomy and may be responsible for managing work assignments for the team, is responsible for effectively managing the Enterprise and IT project portfolios within an economic framework. Administers multiple portfolio management systems and ensures compliance to portfolio governance practices using Lean Agile and traditional techniques.

Job Duties

Models’ ethical behavior and executes job responsibilities in accordance with Citizen’s core values, ethics, and information protection policies.

Actively manage the performance of all Enterprise and IT Lean Portfolios of Initiatives, Projects, and Epics. Evaluate program performance metrics and develop frameworks that enable and enhance steering committee and governance team capabilities for sound economic decisionmaking. Support Program Management with development and execution of rolling wave roadmaps.

Initiate & drive strategic collaboration with IT & Business stakeholders in both leadership and technical positions for gathering of actionable intelligence required to make informed decisions.

Plan and facilitate meetings and large planning events that include all levels of the organization – Governance, Portfolio & Program Management, Content Planning, Annual Planning, and other related activities.

Identify, develop, and utilize metrics required to effectively govern the portfolio including assuring quality of executive status reporting process.

Provide highest level of support and guidance for administration of Project Portfolio Management systems, Agile Lifecycle tools, data, and artifacts which includes all tooling components.

Perform compliance checks to provide oversight of the team and external stakeholders on adherence to Lean Agile and Lean Portfolio Management practices and principles as well as other methodologies including guidance on Governance, Risk & Compliance as it relates to Lean portfolio management and Scaled Lean Agile processes. Provide mentoring of less experienced PPM staff on standards, frameworks, methodologies, and life cycles. May coach, counsel, or train less-experienced staff, direct the work of others, provide input in the performance management, goal setting and review processes.

In support of the Annual planning process work with the Strategy group, IT and the business areas to ensure compliance, continuously improve the planning process and also evaluate Initiatives and Projects for alignment to Enterprise Strategy and financial investment.

Knowledge Required

Advanced knowledge of Lean Agile, Kanban methodologies including metrics, the Scaled Agile Framework and/or experience with Agile at scale.

Advanced knowledge of traditional Project Management tools, techniques and processes including terminology.

Skills & Abilities Required

Demonstrated ability to understand and interpret Agile and traditional metrics to improve performance with ability to organize and prepare data for effective decision making.

Strong verbal, written and presentation skills including public speaking facilitation.

Team lead skills including the ability to coach, delegate, train, and mentor staff as well as develops, implements, and maintains internal procedures, processes & training materials while guiding team to meet established goals, objectives, and work plans.

Advanced portfolio management skills with demonstrated ability to coordinate activity at an Enterprise level with knowledge of both IT and Business subject matter, strong strategic and critical thinking abilities including advanced problem-solving skills.

Ability to mentor and train staff in Project Portfolio Management processes and techniques, provide servant leadership and act as a role-model for less experienced portfolio managers.

Ability to provide input towards hiring, performance management, goal setting and review process with demonstrated skill in managing conflict resolution, organizational influencing & negotiation.

  • Experience creating presentations, infographics, dashboards, or other content to visualize data and communicate workflows and concepts
  • Able to adapt quickly to new tools and technologies, processes, and priorities in a fast-paced, high-volume environment with frequent changes in pursuit of value
  • Experience in strategic and annual project financial planning
  • Experience working with Objectives & Key Results (OKRs)
  • Experience in Property & Casualty Insurance

Relevant Experience

5 or more years’ experience in project management, project portfolio management, vendor management, procurement management, governance, risk or compliance management, agile release train management or other relevant experience or similar field with related governance activities

AND 2 years general Agile experience

Education Required

High School Diploma | GED

Bachelor’s Degree OR 4 years relevant experience, OR a combination of college education and relevant experience equivalent to 4 years – Business Administration / Finance / Computer Science

What percentage of time is accountable for short-term operational goals? 70%

What percentage of time is accountable for transactional, day to day operational support? 30%
