Procurement Specialist, Assoc – 36888

The Associate Procurement Specialist will be responsible for purchasing highly complex or unusual, technical, or high value materials, supplies, or services.

Develops, negotiates, and administers subcontracts, purchase orders and other agreements of high dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures.

Creates solicitations and Request for Proposal (RFP) documentation, supports proposals, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract, purchase order or other agreement provisions.

Performs analysis of supplier/subcontractor proposals with respect to terms & conditions, appropriate FAR clause flow-downs, proposed price/cost, schedule, and coordination of the technical response as it relates to the specifications/statement of work.

Working with other program staff, plays a significant role in ensuring compliance with required performance.

Participates on multi-functional teams to obtain business solutions on complex, nonstandard subcontract agreements.

Regularly interacts with other procurement organization staff, functional peer groups, suppliers, and internal customers.

Represents Procurement in interactions with program management personnel on a variety of subcontracting matters.

Regularly provides advice and counsel to business counterparts, specifically as it relates to risk identification and risk mitigation.

Tracks the status of requisitions, contracts, and orders.

Follows up on all awards until completion of order.

Prepares purchase orders and sends copies to suppliers and to departments originating requests.

Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations, and engineering change orders.

Education and Experience: Bachelors’ Degree with 0-2 years’ experience supporting government procurement responsibilities.

Educational requirements may be adjusted or waived for 6-8 years applicable work experience.

Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Required Skills: Must possess strong oral and written communications skills.

Strong command of entire Microsoft Suite software.

Must have strong analytical skills.

Willingness to observe, learn and develop the necessary skills to perform at a high level.

Must have exceptional attention to detail.
