Principal of State Regulatory Affairs

Your Role

Reporting to the Senior Director, Policy & Federal Regulatory Affairs, the Principal of State Regulatory Affairs will represent Blue Shield in front of state regulatory agencies and key staff on Blue Shield’s priority issues. They will be responsible for articulating Blue Shield’s point of view on policies that have a significant financial and reputational impact on Blue Shield.  They will partner with senior leadership, including the CEO, to develop strategic positioning on state public policy and Blue Shield’s priority initiatives with a focus on commercial managed care, Medicaid, and data sharing policy.  They will also be an independent expert on policy issues, able to provide state regulatory and policy guidance and direct engagement and advocacy strategy.

 

Your Work

In this role, you will:

  • Represent Blue Shield before the Department of Managed Health Care, Commissioner of Insurance and Department of Health Care Services on priority issues with a major financial impact to the company and manage relationships with key members and staff
  • Foster awareness within senior leadership and individual business lines of current and pending regulatory priorities, activities, requirements/mandates and trends
  • Represent Blue Shield before the Administration and regulatory agencies on data sharing and use
  • Work with senior leaders in the business, including the CEO, to understand their priorities and imperatives related to public policy
  • Communicate to business leadership on developments in state government and articulate financial risks
  • Contribute to the overall strategy of the Sacramento office by managing Blue Shield’s positioning on various public policy issues, particularly commercial coverage and Medicaid
  • Participate in trade association meetings and represent Blue Shield’s position on public policy and advocacy issues
  • Draft legal memoranda summarizing key state legislative and regulatory actions, identifying affected BSC lines of business, new mandates on business and potential compliance/regulatory hurdles
  • Articulate Blue Shield’s point of view on policies that impact the company and act as a thought partner with the company to develop strategic positioning on federal public policy
  • Work closely with the Law Department and Mandates Control Group team to manage the external environment to support business priorities
  • Identify key issues in complex regulatory guidance and be able to clearly articulate the “so what” to business leaders
  • Accurately assess the likely outcome of various legislative and regulatory proposals and help the company determine the impacts
  • Establish a consistent presence with our business partners and engage on a proactive basis to help expand Blue Shield’s footprint in public programs
  • Serve as the point of contact for Blue Shield executive visits, including visits to Sacramento, policy meetings, and with external stakeholders

Your Knowledge and Experience

  • Bachelor’s Degree required, Master’s degree or J.D. preferred
  • Requires at least 10 years of relevant experience with 6 years of those years in legal, regulatory, or government affairs
  • State regulatory or legislative, or similar experience and a strong interest in health policy required
  • Knowledge of commercial managed care and Medicaid/Medi-Cal policy required; Experience in Health IT policy preferred
  • Strategic thinker with end to end view who has an eye for detail, is organized, and can manage multiple issues simultaneously
  • Exceptional verbal and written communication and program/project management skills, including an ability to communicate effectively at an executive level
  • Trustworthy and candid
  • Ability to prioritize and manage work in a fast-paced environment
  • Ability to build strong and sustainable trusting relationships and the capability to interact within all levels of the organization, internally and externally
  • Ability to act as a liaison between business leaders and policymakers and other constituencies, both internal and external

Pay RangeThe pay range for this role is: $145,200.00 to $ 217,800.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate’s experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
