SUMMARY OF DUTIES: Amtrak is seeking a Principal Business Analyst for strategic initiatives to enable and accelerate operational excellence.

The position reports to the Sr.

Manager, Continuous Improvement and works in a lead business systems capacity to support Operations business areas across multiple programs.

The Operations Principal Business Analyst will work on a very visible, critical transformation program that will drive Operations modernization and streamline the retirement of legacy applications through to enterprise systems of record.

They will ensure alignment of business requirements and processes with Information Technology and other business area strategies.

The Principal Business Analyst should have hands-on experience with implementing business process continuous improvements, in addition to strategic business process re-engineering.

They are responsible for interfacing with stakeholders to collect, analyze and document business requirements for one or more highly complex business processes, typically across the value stream, requiring an understanding of system design, business architecture, and technology solution integration.

The Principal Business Analyst may be assigned to one or more enterprise program initiatives of moderate to high complexity.

They will identify, design, and manage process improvements that enhance the customer experience, and recommend business improvements to efficiency and effectiveness to transform Operations.

ESSENTIAL FUNCTIONS:
•Utilize enterprise project management methodology and industry best practices such as BABOK, to produce standard project management and business analysis deliverables, including business, functional, and non-functional requirements, requirements traceability matrix, RACI, RAID logs, etc.

• Perform business process improvement (BPI) and business process reengineering (BPR) activities, including assessment of existing business processes (As-Is), determination of future state (To-Be) gap analysis and recommendations, as well as system design work to support transformation.

Gather, update, and maintain Operations business process workflows and supporting materials to build a knowledge management repository.

• Conduct Operations requirements meetings, facilitate process workshops that involve eliciting process requirements and liaising with users.

Produce technical analyses, develop business cases, system diagrams, and process workflows to provide better business insights and to assist adoption of new processes and systems within Operations.

• Perform analysis of collected information to identify patterns and develop potential solution options in collaboration with business and technology stakeholders.

Use complex data and process information to compile and produce reports for various audiences, working closely with subject matter experts to review and document end-to-end workflows, analyze business rules, perform data reconciliations, prepare report metrics, and review key business artifacts.

• Promote use of best practices in the business analysis functional area and increases the collaboration between technology and business/functional areas to provide innovative solutions.

MINIMUM QUALIFICATIONS:
• 7 years of relevant experience
• Bachelor’s degree required or equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.

• PMP certification in good standing or ability to obtain one within 12-months of hire.

• Experience with large-scale organizational change efforts
• Organized, self-motivated to meet deadlines, and capable of working on multiple tasks simultaneously.

Must have excellent oral and written skills, with a collaborative style, and be able to establish trust and credibility quickly.

• Demonstrated experience with enterprise project management standards and deliverables such as business, functional, and non-functional requirements, requirements traceability matrix, RAID logs, etc.

• Facilitation skills for meetings with executives, business, and technical resources, including guiding and supporting user acceptance testing
• Experience with business and technical software i.e., MS Project, MS Visio, MS Excel, MS Word, SharePoint, Tableau, query, and report tools, etc.

• Pro-active, practical, ‘can-do’ attitude, utilizing business acumen, strategic planning, tactical engagement, collaboration, and customer-facing skills.

• Effectiveness working diplomatically across teams with varying objectives.

• Exceptional oral and written communications with an astute attention to detail and accuracy, with a problem-solving and critical thinking mindset.

• Demonstrated ability to present complex business and technical challenges and risks to all levels of executive leadership.

• Excellent team building and collaboration skills; ability to influence and build consensus across teams, departments, and other organizations.

PREFERRED QUALIFICATIONS:
• 9 years of relevant experience
• Work experience supporting Lean, Agile, BPMN, TOGAF, or other business architecture/process improvement methodologies and tools
• Master’s Degree in Business Administration, Liberal Arts, Technology, Operations, Information Management, or relevant course of study
• Experienced in BABOK and PMBOK practices and standards.

Ability to leverage other related certifications such as ITIL, Lean, CMMI, etc.

COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.
