The Employment Specialist will use the eight principles of IPS Supported 1) Competitive Employment: assisting members in seeking community based competitive employment.
2) Zero Exclusion: All members who want to participate in IPS Supported Employment are eligible.
3) Integration of Vocational Rehabilitation and Mental Health Services: Employment Specialist are closely integrated with mental health treatment teams.4) Preferences: Employment Specialist will provide services based on clients’ preferences and choices.

Personalized Benefits Counseling: Employment Specialist assists clients in obtaining personalized, understandable, and accurate information about their benefits and how employment can affect them.
6).
Rapid Job Search: Employment Specialist will provide rapid job search within 30 days of referral.
The time frame can be altered depending how the member wants to proceed.

Job Development: Employment Specialist will build an employer network based on the clients’ interests, and will develop relationships with local employers by making systematic contacts.

Time-Unlimited and Individualized Support: Follow-along supports are individualized and continued for as long as the client needs support.
Provision of treatment services are informed by the Individual Service and Support Plan (ISSP) and clinically supervised by the primary clinician.
Services are provided within a program for Community Health Alliance (CHA) in consultation with the treatment team.
This classification provides advocacy and linkage in planning, monitoring, coordination, and implementation of the treatment interventions as identified in the ISSP.
In addition, the Employment Specialist assists individuals in problem-solving to reduce barriers to recovery and support the development of resources within the community while coordinating services with other community and treatment providers.
This position will provide direct billable services that meet the current standards set by the Executive Director.
The employee will adhere to all applicable CHA ethics policies, procedures and guide lines including but not limited to HIPAA requirements.
ESSENTIAL JOB RESPONSIBILITIES:Direct Billable Services: provides IPS Supported Employment services to members as directed by a QMHP in line with fidelity established for IPS Supported Employment and documented in the Individual Service and Support Plan (ISSP); uses interventions informed by Evidence-based Practices endorsed by CHA.Consultation/COORDINATION: actively promotes the harmonious delivery of services through coordination of interventions in collaboration with treatment team and Vocational Rehabilitation team members achieved by ongoing communication and active problem solving with the treatment team regarding outcomes, barriers and case observations.DOCUMENTATION: maintains and completes required records, reports, documentation as required by departmental policy and state and federal law.Community Based Services: as many of the services are provided with in the community and throughout Douglas County, driving is an essential and daily function of this position; transports individuals, family members and other supports to/from services.TRAINING/SUPERVISION:participates in professional development through individual and group supervision, unit and agency staff meetings, workshops and Essential Learning tutorials; develops, modifies, and or obtains training programs and materials in consultation with Lead and Program Director; promotes peer professional development by sharing training materials and or training others in successful interventions.Work is performed under the general direction of a Qualified Mental Health Professional (QMHP) and with the clinical supervision of a Lead or Program Director.
Recurring routine assignments are independently performed by QMHA on basis of past experience.
The QMHA receives general instructions regarding the scope and approach to projects or assignments, but is able to ask for and obtain specific procedures and problem resolution strategies when needed.
Employee estimates and manages time efficiently.
65% of scheduled work time is community based with a minimum of 75% is with clients.
Work is subject to active supervisory control and review through regularly scheduled supervision and meetings to ensure determinations and decisions made are in compliance with departmental goals, policies, and procedures.
Will be required to achieve productivity standards as set forth and outlined by your Program Director.Maintain compliance with regard to state, federal and CHA guidelines including but not limited to accurate and timely documentation.Other duties as assigned.Emergency Response: This employee has been identified as a staff member expected to report for duty following activation of a public health emergency response plan.
Will participate in fidelity assessment meetings and annual fidelity review.Conduct job development in the community with a minimum of six business contacts on an average per week with an individual who was hiring authority, and maintaining a log of the contacts.Participate in monthly team meeting with Vocational Rehabilitation and monthly individual staffing with Vocational Rehabilitation per IPS Supported Employment fidelity.
Participate in quarterly Steering Committee meetings Spend minimum of 65% of scheduled time out in the community, minimum of 75% of that time with member and maximum of 25% of that time without member.CHALLENGES:Working with a variety of personalities, maintaining a consistent and fair communication style.Satisfying the needs of a fast paced and challenging company.QualificationsKNOWLEDGE/SKILLS/EXPERIENCE REQUIRED:Bachelor’s degree and preferred two years of experience in a social service and/or mental health setting or a satisfactory equivalent combination of education, experience and training.
At time of appointment, must possess valid Oregon driver’s license.Knowledge of basic psychological theory, principles and practices of mental health treatment including assessment, diagnosis and treatment of mentally ill persons; human behavior as it relates to crisis situations and problems of client population; substance abuse treatment as it pertains to the mentally ill, considerable knowledge of behavior intervention, management and support strategies; sound case management; knowledge of community resources including the functions and procedures of other social service agencies and service providers; education and ability to develop skills groups and workshops including planning, implementation, and evaluation of outcomes; reasonable knowledge of educational theories and techniques; reasonable knowledge of psychoactive medication and treatment applications.
Skill in communications that promote teamwork and collaboration with individuals served; written reports and correspondence that is both professional and informative; documentation that is clear and concise; use of motivational interviewing and other communication techniques and principles; an understanding of individual and group dynamics.
Ability to communicate effectively in both written and oral form; understand how the assessment and Clinical Formulation informs the ISSP and how the ISSP identifies and prescribes specific interventions; plan, consult and coordinate with source agencies, physicians, families of clients and the community; work within inter-disciplinary team; relate to a diverse population of people with mental and physical challenges; make decisions in accordance with established policies and procedures, use initiative and judgment in completing tasks and responsibilities; utilize problem-solving skills to assist individuals in being able to reduce barriers to treatment and recovery; adapt to the changing needs of the agency and the population served; utilize problem identification and resolution techniques, work independently and in collaboration with team, efficiently organize time and meet established deadlines; remain calm and use good judgment during confrontational or high pressure situations; teach socialization and living skills to individuals with a variety of challenges; establish and maintain records, reports and statistical data utilizing the electronic medical record system; and approach others including individuals served and their natural supports, other staff and community partners, and the individual’s treatment team with courtesy and a cooperative attitude.PHYSICAL/MENTAL ABILITIES AND PROCESSES:Regular and consistent attendance is required.
Work is performed in a variety of environments including facility, community, and within the home.
Work may involve bending, hearing voice conversation, keyboarding, lifting up to 34 pounds, sitting, standing, walking, and driving.
Considerable attention is given to personal safety when in contact with potentially aggressive clients.
Employees must maintain a positive mental attitude and a tolerance for pressure situations.
Position requires driving a vehicle.
