Job Description
In support of the Exploration Technologies business, the Contracts Manager and team, you will provide hands-on administration of contracts for both Government and Non-Government contracts, ensuring compliance and good business factors.

Essential Duties and Responsibilities

  • Provides “cradle to grave” contract administration, to include developing, negotiating, and administering, of Government and/or non-Government contracts ensuring compliance with FAR, DFARS, and other government regulations.
  • Order entry into IFS (ERP), including contract line item inputs, invoicing, and collections (AR).
  • Identifies potential contractual issues or conflicts, analyzes impact/risk and work with Program Management staff, subcontractors, and suppliers to resolve problems.
  • Performs analysis of proposals with respect to T’s & C’s, appropriate FAR/DFAR clause flow-downs, and proposed price/cost.
  • Drafts, reviews, negotiates, and administers non-disclosure agreements, teaming agreements, independent consulting agreements, and purchase orders; interpret terms, assess business and legal risks, redraft contract clauses, if necessary, and provide strategies to minimize loss or liability
  • Compiles and maintains all required contractual records and documents in accordance with contract requirements and Company policies and procedures.
  • Initiates and executes closeout activities in accordance with company close-out procedures for task order, delivery order, contract, and subcontract closeouts.
  • Works collaboratively with Program Management to maintain a high level of customer satisfaction while managing multiple priorities.
  • Contributes to ongoing organizational continuous improvement efforts.
  • Partners with Business Development by reviewing and executing Non-Disclosure and Teaming Agreements.

    Additional support activities include, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in proposal team meetings, and preparing the terms, conditions, and assumptions upon which the proposal may be submitted.

Non-Essential Duties and Responsibilities

  • Other duties, as assigned, in support of management’s goals and objectives.

Basic Requirements/ Education / Experience

  • US Person (US Citizen or Permanent Resident)
  • Bachelor’s Degree in Business, Supply Chain/Contract Management, Finance, or related field
  • Minimum 5+ years of relevant experience with government contracts or subcontracts management.
  • Equivalent work experience and professional certifications (Certified Federal Contracts Manager, or Certified Professional Contracts Manager) may be substituted for a degree.
  • Knowledge of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and agency specific regulations are required.
  • Experience with NASA/JPL/SIBR contracts is strongly preferred.
  • Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) a plus.
  • Certificates and Licenses: Certified Federal Contracts Manager, Certified Professional Contracts Manager a plus but not required
