Summary
Our client is a Mental Health Center, located in Los Angeles, and is a non-profit organization that provides an arr ay of comprehensive mental health services for children, adolescents, transitional aged youth, and adults suffering from mental illness.

Facilities consist of a standalone 55 bed acute psychiatric hospital, six outlying residential facilities housing 350 individuals, and outpatient mental health services for residents, school-based children, and homeless citizens.
Chief Operating Officer (COO) will oversee residential, outpatient, and facilities programs.

This COO role will not oversee the Hospital or Conditional Release programs.

The COO works closely with the Chief Executive Officer (CEO) to direct, design, and oversee implementation of agency-wide policies, procedures, and programming.

The COO provides hands-on, direct oversight of the residential, outpatient, and facilities components to ensure that we meet and exceed our contractual, licensing, and accreditation standards.

The COO provides leadership, direction, and evaluation of the daily program operations and staffing to deliver the highest quality of clinical care, safety, and satisfaction to our residential and outpatient clients.

The COO acts as a liaison with licensing and other regulatory agencies.

The COO participates actively as a member of the organizations senior leadership team to oversee and evaluate the operation of various committees.

In this capacity, the COO serves as coach and educator for agency-wide Continuous Quality Improvement (CQI) performance activities, including championing CQI principles, practices, design and administration of effective consumer feedback processes.

The COO has a legal responsibility to ensure that the Hospital and Mental Health center meets contractual, licensing, and accreditation standards.
The COO will exhibit the need to establish high-quality standards and practices.

The ideal candidate will have leadership, operating, administrative, and management experience within a respected and well-managed organization known for operating excellence and client-focused orientations.

Duties & Responsibilities
Leadership:

• Participates in the development of organizational objectives which are designed to ensure the provision of high quality residential and outpatient services and continued growth of the the organization.

• Ensures new and existing programs are conducted within an environment of financial viability and regulatory compliance.

• Creates and supports an environmental culture that is conducive to the implementation of organizational goals and achievement of the overall strategic plan.

• Serves as an effective spokesperson for the organization in both internal and external settings.

• Actively participates as a member of executive, managerial, professional, and medical staff committees.

• Collaborates with members of the executive management team and other organizational leaders to identify and implement appropriate operational strategies.

Seeks to achieve optimal and measurable outcomes.

• Assists in the development and implementation of the organizations scope of services.

Serves as an advocate for the growth and development of relevant residential and outpatient programs at The organization.

• Plays a primary role in developing a strong customer service orientation which will result in improved internal and external relationships.

• Ensures that all organizational activities and operations are carried out in compliance with local, state and federal regulations, AOA/HFAP standards, Department of Mental Health requirements, and laws governing mental healthcare operations.

• Actively participates with governance, executive and managerial staff in the decision-making structure and processes of The organization.

• Serves as a role model to others by exhibiting the values of patient relations and patient advocacy in the development and administration of residential and outpatient programs.

• Promotes and maintains positive relationships among colleagues, subordinates and staff.

• Provides active leadership in all decisions affecting client care and overall operations.
Clinical Practice:

• Ensures that the clinical needs of clients are met through ongoing dialogue and coordination with program directors and front-line managers.

• Establishes, monitors, and reports on clinical productivity and service delivery.

• Oversees the installation of required technologies and supports the maintenance of technical skills by employees.

• Assists in professional staff activities by representation on assigned committees.

Maintains positive and open communication channels with program directors in order to stay abreast of concerns and issues related to patient care.

• Actively leads the development of organization wide residential and outpatient programs, policies and strategies which address how client-care needs are assessed, evaluated and met.

• Responds proactively to the challenge of developing and maintaining high quality clinical programs within the financial constraints of The organization.
Financial:

• Coordinates financial management activities within areas of responsibility including the development of an annual operating budget, variance analysis, and monthly financial reports.
