JOB DESCRIPTION AND DUTIES
Under direction of the Senior Advisor to the Labor Commissioner and in coordination with the Department of Industrial Relations (DIR) Community Engagement Manager and Education & Outreach Project Manager, the Bilingual Community Engagement Liaison develops and translates multilingual outreach materials, collaborates with team members to establish strategic goals for high-profile outreach campaigns, and provides recommendations to the division’s Executive Team, and Community Engagement Manager and Education & Outreach Project Manager.
The Bilingual Community Engagement Liaison acts as a subject matter expert within the Division to disseminate information regarding Labor Commissioner Office (LCO) programs and services to a broad audience, including under-served and vulnerable worker populations, worker and employer community-based organizations, and other key stakeholders throughout California.
The incumbent works closely with the LCO management, and program subject matters experts to prioritize and develop the division’s multilingual outreach projects, educations, and initiatives to align with the Department’s vision, goals, and objectives.
Duties include: Coordinating with Labor Commissioner’s Office leadership and Community Engagement Manager on the scheduling, coordinating and planning of division outreach campaigns and events; analyzing outcomes from outreach campaigns using measurable metrics; Preparing accurate records and reports on the outcomes of outreach and education events; Making recommendations to Labor Commissioner’s Office leadership and Community Engagement Manager and Outreach and Education Project Manager on outcomes; developing and translating outreach materials; managing marketing initiatives including email newsletters and in-person events; and providing regular updates and reports to Labor Commissioner’s Office management.
This is an opportunity to represent Labor Commissioner’s Office’s outreach efforts, while working with a great team that is passionate about educating workers on their rights and employers on their responsibilities.
The Labor Commissioner’s Office liaison aligns their division’s outreach vision, goals and strategies with the Department of Industrial Relations by coordinating efforts with DIR’s Community Engagement Manager, as well as the Education and Outreach Project Manager.
The liaison consults with Labor Commissioner’s Office leaders and the department to develop outreach and digital content and represents the division in outreach activities.
The successful candidate is fluent in written and spoken English and Spanish.
Statewide travel required approximately 20-30% of the time.
WORKING CONDITIONS
The incumbent works 40 hours per week in an office setting in a cubicle.
The office is located in an air conditioned high-rise building with elevator access and natural and artificial lighting.
The incumbent may telework if necessary.

Demonstrable social media and social networking experience and analytics tools knowledge.
Knowledge of:
Coordination and development of multilingual program outreach projects and initiatives.
Development and translation of multilingual materials and outreach campaigns.
Coordination and participation in outreach events.
Identification of opportunities and challenges of the outreach and education program.
Preparation of correspondences, presentations, calendaring, travel planning, and event planning.

Schedule, coordinate and execute outreach campaigns and events.
Manage marketing initiatives, including translation of materials and campaigns.
Analyze campaign outcomes and provide data to management.
Maintain relationships with internal and external stakeholders
Complete assignments in a timely and efficient manner.
Bachelor’s degree in communications, marketing, business or related fields.
Minimum two (2) years’ experience conducting community outreach and grassroots marketing activities.

Pay: $5,383.00
– $6,942.00 per month
