ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS” directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 800,000 unique patients each year, employs over 22,000 staff, and has an annual operating budget of 5 billion. Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County”s 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings. DEFINITION: Performs journey-level plumbing work in the installation, alteration, maintenance, and repair of plumbing and related systems. Essential Job Functions Maintains tools and equipment used in the plumbing trade in a safe, working condition. Installs or assembles fixtures and appliances connected to plumbing and drainage systems. Locates and removes stoppage in waste lines. Inspects water mains, fire hydrants, service lines, fire hoses, and fire extinguishers when necessary. Determines reasons for operating malfunctions in piping systems and makes appropriate repairs. Trains and provides technical supervision for apprentices or helpers. Drives automotive equipment to and from work sites in order to transport tools, equipment, and materials in order to perform job-related essential functions. Performs welding and soldering work connected with plumbing. Installs and inspects piping of all types of materials subject to the plumbing code. Installs piping for hot and cold water, waste sewage, vent and leader lines, gas, compressed air, etc. Requirements MINIMUM REQUIREMENTS: Option I: Completion of a recognized plumber apprenticeship training program*. Option II: Five (5) years of experience in plumbing construction, installation, alteration, or repair work, one year of which must have been as a journey-level plumber. LICENSE: A valid California Class C Driver License is required in order to carry out job-related essential functions. A California Class A or B Driver License may be required. Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant”s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked. CERTIFICATIONS: Los Angeles County and Los Angeles City Certification of Registration as a Journey Plumber. A City of Los Angeles Regulation 4 Certificate may be required for testing Life/Safety systems in County buildings located within the city limits of Los Angeles. Life/Safety systems are defined as: fire alarms, automatic-closing fire assemblies, elevator recall, fire suppression, and emergency power systems. A Certificate of Competence to test back flow prevention devices issued by the Los Angeles County Health Officer, a State of California Fire Extinguisher Test Certificate, and a Grade II Water Treatment Operator License and/or Grade III Distribution License may be required. Please be sure to include the title of the required license/certification(s), number, date issued, date of expiration and the name of the issuing agency. The required license/certificate(s) must be current and unrestricted; conditional, provisional, or restricted license/certificate(s) will NOT be accepted. Physical Class III – Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds. SPECIAL REQUIREMENT INFORMATION: Recognized plumber apprenticeship training program is defined as an approved agency, such as the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry. Applicants who expect to qualify under Option I, must include a legible photocopy of their apprenticeship training certificate. Journey-level experience is defined as possessing the required knowledge, skills, and training to perform a full-range and diversity of work independently and reliably. Positions at this level operate with fairly significant freedom from day-to-day supervision and need little or no guidance on such matters as selecting appropriate problem-solving methods and techniques, locating appropriate regulations, or applying proper procedures to carry out work. Additional Information EXAMINATION CONTENT: This examination will consist of an in-person interview which will assess Job Preparation, Knowledge and Skills, Oral Communication and Problem Solving, weighted 100%%%% Candidates must achieve a passing score of 70%%%% or higher on this examination in order to be placed on the eligible register. ELIGIBILITY INFORMATION: Applications will be processed on an “as-received” basis and those receiving a passing score will be promulgated to the eligible register accordingly. The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation. NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS. SPECIAL INFORMATION: Appointees may be required to work any shift including evenings, nights, weekends and holidays.
