Responsible for the day-to-day activities of the fiber and small cell engineering within an assigned geographic area.
The team performs its duties within the service territory and focuses on designing, implementing, and maintaining fiber networks and small cells that are consistent with all defined standards and procedures.
The position will work with all cross-functional areas on improving the quality of processes, deliverables and the end-to-end customer experience.
Common activities will involve area data identification, collection, analysis, and reporting; along with understanding operational business functions and processes.
Each team member is expected to maintain open communication across all areas of the business and work as a unit with consistency while designing and maintaining services; cognizant of fostering the vision and values of Crown Castle.
This position is accountable for delivering key KPIs for their area of responsibility including but not limited to OpEx and CAPEX spend.
Essential Job Functions Manage a team of Engineers, Planners and Technical Experts in support of the District’s network design, implementation, and maintenance.
Schedule and prioritize the workload of team members and external vendor resources within an assigned area Manage record documentation completed by team members and contract resources associated with Crown Caste’s fiber network and small cell network infrastructure.
Lead teams to provide field support assessing asset structural integrity risks through proactive analytic engineering evaluations Overall responsibilities for fiber asset management associated with the implementation and maintenance of fiber networks and services Manage and maintain relationship with external vendors providing engineering services.
Develop district level long range network plan to support future growth Work with & train staff to use Fiber Optic test equipment including OTDR, PMD, Optical Spectrum Analyzer, etc.
Partner with utility and municipal providers to streamline permit application, process, and initiatives such as the FCC’s One Touch Make-Ready program.
Work jointly with the leadership from the NOC, Construction, Field Operations, and Change management teams.
Partner with RF Engineering, Network Real Estate, Utilities Relations and Construction teams to streamline processes, handoffs, notice to proceeds.
Work closely with all four teams to stream line and incorporate standards for cities, jurisdictions and utilities companies.
Partner with National teams to incorporate new standards and stream line processes for data collection, design standards and drive consistency.
Establish, monitor, and manage Key Performance Indicators (KPIs) of deliverables and supporting workflows to measure performance, as well as, identify and assess areas of opportunity for improved process efficiencies and performance Maintain knowledge of technology in use, and/or under development for its impact or potential impact on the operational business process Manage the assigned areas respective CAPEX and OPEX budgets Maintain quality service by understanding and enforcing organization standards Develop and coach direct employees, as well as ensuring similar opportunities through-out the team.
Identify training gaps and create a career path for team members.
Responsible for staffing decisions, including, but not limited to, hiring, goal setting, performance reviews, termination, rewards determinations, training/development, and scheduling; ensure those decisions are objective and aligned in approach with peers in the organization Education/Certifications Minimum high school diploma required BS/BA with preference to Civil, Construction, or Electrical, Engineering Degrees or equivalent work experience required Experience/Minimum Requirements Five (5) years of wireless project management experience or related work experience Direct supervision/management of employees Fiber and Small cell design and/or construction implementation experience Experience with optical test equipment including OTDR, PMD, Optical Spectrum Analyzer Experience with GIS mapping tools Working knowledge of fiber construction standards (aerial and underground) Working knowledge of NESC, GO95, GO128, NEC and OSHA standards preferred Other Skills/Abilities Excellent leadership, interpersonal, verbal, and written communication skills Proven people and project management skills Ability to work in a deadline intensive environment Proven ability to analyze data and make estimates and projections Proven understanding of wireless telecommunication supporting structure engineering and operations practices and engineering approach to problem solving Candidate has a strong background in and a good working knowledge of fiber optic infrastructure engineering, construction, and restoration methods Familiarity with Outside Plant (OSP) and Inside Plant (ISP) installation standards and practices Able to provide effective feedback to peers and subordinates, and seeks constructive feedback from all appropriate levels of organization and able to foster subsequent improvement Ability to read and interpret engineering drawings Working Knowledge of drafting practices and CAD (AutoCAD, current version) Ability to design processes through structured consensus building, mapping and modeling The ideal candidate will possess both an expertise in reporting as well as an understanding of workflows, customer needs, underlying technology Candidate should be quick to adapt to new tools Position needs to be able to operate in a fast-paced customer focused environment handling multiple priorities at a time, delivering quality service to diverse user groups and customers The candidate must have strong analytical skills and proven ability in determining the root cause of problems and the base set of conditions for their occurrence.
