Billing and Payroll Specialist Job Description

General Purpose: Provide Billing and Payroll Administration to Corporate Office, including but not limited to supporting Accounting Department with billing and will also be required to do other HR functions.

THE FOLLOWING ARE SOME OF THE DUTIES AND JOB RESPONSIBILITIES BUT ARE NOT LIMITED TO:

1.

Provide Accounting, Billing and Payroll administrative support, including but not limited to: assisting Accounting Dept.

with Billing functions.

2.

Process payroll on a bi-weekly basis for transmittal to payroll service.

Manage workflow to ensure all transactions are processed accurately and timely.

3.

Assist Operations with Sign-In Sheets; create Operations Outlines based upon Sign-In Sheets and monitors Overtime hours.

4.

Collect and review time sheets for accuracy, complete and track correction notices, and verify time sheets against hours.

5.

Enter data and maintain Excel spreadsheets and will respond to inquiries and resolve time sheets and payroll issues.

6.

Maintain payroll information by collecting, calculating, and entering data.

Reconcile payroll prior to transmission and validate confirmed reports.

7.

Process information by billing period, transmit billing to ensure reimbursement, coordinate with Accounting to ensure authorizations are up to date.

8.

Coordinate Billing functions with Accounting Department to ensure all employees are paid accurately and on time.

Distribute paychecks.

9.

Update payroll records by entering changes in exemptions, insurance coverage, as well as salary changes, job title changes and post transfers.

10.

Process vacation payouts, Change in Relationships, reconcile and complete Payroll Discrepancies and ensure proper payment of final wages.

11.

Process correct garnishment calculations and compliance; process liens and child and spousal support payments and garnishments.

12.

Prepare reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.

13.

Determine payroll liabilities by calculating employee federal and state income and social security taxes and employer’s social security, unemployment, and workers compensation payments.

Understand proper taxation of employer paid benefits; address issues regarding wages and facilitate adjustments.

14.

Process accurate and timely year-end reporting when necessary (W-2, W-2c, etc.) and ensure the timely distribution and delivery of W-2s.

15.

Resolve payroll discrepancies by collecting and analyzing information.

Provide payroll information by answering questions and requests.

16.

Answer incoming calls determine purpose of callers and forward calls to appropriate staff.

17.

Create files and maintain employees’ payroll records to ensure that all documentation is complete and up to date.

18.

Complete data entry by entering HR and Payroll related information into Human Resources database system.

19.

Develop and distribute routine and ad hoc financial and operational reports as needed.

20.

Compose memorandums, reports, letters and documents; issue memos and other correspondence to employees regarding Payroll information.

21.

Performs other administrative, clerical and operational support duties as necessary.

Minimum Requirements
High School Diploma or GED is required.

Must be at least 18 years of age or older.

2-4 years HR/Payroll experience processing multi-state payroll with knowledge of Payroll Best Practices.

Must be able to sustain good attendance and be reliable.

Must understand, read, and follow verbal and written instructions.

ADP certification will be a plus.

Education and Training
Preferred: Three years of HR / Payroll or customer service experience and a high school level education, or an equivalent combination of experience and education.
