The Human Resources Department is home to 26 employees who partner with all 16 City departments and provide a full range of high-quality personnel services to over 2,000 employees. Human Resources includes the divisions of Employee Relations, Employment Services, Labor Relations, Benefits, and Administration. We are located in the historic Pasadena City Hall, in a unique community nationally recognized for employment, tourism, education, living, arts & entertainment, and innovation. Our Benefits Division is a high-functioning team that includes one Supervisor, two analysts and two HR Specialists who provide customer-focused benefits administration. This HR Analyst position primarily focuses benefits education and administration, leaves administration, premium and billing reconciliation, and wellness events. The HR Analyst also functions as a lead to the division’s Benefits Specialists. IDEAL CANDIDATE The ideal candidate will have experience with benefits administration, possess strong working knowledge of public sector employee benefits programs (preferably CalPERS health and retirement programs), understand leave laws and compliance requirements, and possess critical thinking skills. This person knows their way around a spreadsheet, understands payroll processing and timelines and is not afraid to collaborate with the team to solve problems for customers. While they have strong analytical skills and attention to detail, they are also comfortable presenting information to small groups or one-on-one. Conducts a wide array of benefit enrollment and billing audits Conducts research and analyzes statistical and other data; makes recommendations on administrative, operational, and human resources problems, policies, and procedures Analyzes, interprets, and explains policies and procedures to employees, managers, outside parties, such as vendors and business partners Maintains current knowledge of relevant laws, legislation, EEO guidelines, and public sector legal matters Functions as a lead to other benefits administration division staff members and provides training as directed by the Benefits Supervisor Confers with HR management and others to help clarify, develop and/or implement HR policies, procedures, systems, and practices Represents HR and the City at functions and events Cross-trains in other areas within HR to cover other specialty areas Works on a variety of special projects within the HR Department

EDUCATION AND EXPERIENCE Minimum Qualifications

Graduation from an accredited four-year college or university with a major in human resource management, public administration, business administration or a closely related field At least two years of progressively responsible experience performing professional and technical human resources duties; or an equivalent combination of training and experience

Desirable Qualifications

At least one year of benefits administration Experience in a public agency Computer skills, including Microsoft Office and advanced use of Microsoft Excel and TEAMS Experience with HRIS, ERP or benefit administration software programs Comprehensive knowledge of and experience in employee benefits administration Working knowledge of or experience with leaves administration (i.e. pregnancy disability leave, FMLA, CFRA, military leaves) Experience with developing training guides or procedural manuals

SELECTION PROCESS The tentative examination process consists of: An education, training, and experience evaluation; a written test of analytical skills; an interview; and an online job suitability assessment. Candidates who have taken the multiple-choice analyst test for the City of Pasadena in the past 5 years may be able to use their highest passing score and advance to the next step of the process.

VACANCY INFORMATION There is currently one vacancy in the Benefits Division of the Human Resources Department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future. This position is at-will, confidential. Special Requirements Must possess a valid California Class C driver’s license and comply with the City’s Motor Vehicle Safety Policy during the course of employment. This classification belongs to Level 4 (Confidential & At-will). Effective January 1, 2013, new members to CalPERS or an agency with CALPERS’ reciprocity will be subject to the provisions of the Public Employees’ Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS’ reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS. 01
