HR & Recruitment Specialist

The Center for Caregiver Advancement (CCA) is an independent non-profit training organization serving nursing home workers and home care workers, founded in 2000 by the home care workers of SEIU Local 2015. Our mission is to provide educational opportunities to long-term care workers so they can build better lives and provide high quality care to the consumers they serve. As the largest provider of training for long-term care workers in California, CCA trains over 2,000 workers each year, primarily women and people of color, in six different languages.

With the wave of the baby boomers in or approaching retirement age, 10,000 people across the U.S. turn 65 each day – and will continue to for the next 15 years, rapidly increasing the need for long-term care workers. As policymakers look to address this crisis of care, we at CCA have the opportunity to advance and shine a light on the critical role trained long-term care workers play in improving quality of care for seniors and people with disabilities.

Under the direction of the CFO, the Human Resources & Recruitment Specialist will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. The HRRS will manage full-cycle recruitment, from identifying potential hires to interviewing and evaluating candidates.

The HRRS will be expected to:

Know CCA – our team, our mission, our vision, our values, partners, programs, operations- and work collaboratively with staff to integrate best practices in Human Resources and Recruitment throughout the organization.
Provide strategic financial leadership, in partnership with the Board of Directors and leadership team, to support and improve CCA’s staffing need and resources.

Essential Duties and Responsibilities:

Develops, facilitates, and implements all phases of the recruitment process.
Collaborates with department managers to understand the organization’s goals and strategy related to staffing, recruiting, and retention.
Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.
Responsible for the job posting and advertising processes. Responsible for sourcing potential candidates from various online channels (e.g., social media, job posting boards, and professional platforms).
Advertise job openings on the organization’s careers page, social media, job boards, and internally.
Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
Crafting recruiting emails to attract passive candidates.
Screens applications and selects qualified candidates (via phone, and video) and tracks appropriately.
Provide shortlists of qualified candidates to hiring managers. Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.
Attends and conducts interviews with department managers, and other stakeholders as needed.
Conduct background checks and reference checks.
Collaborates with the hiring manager and/or other human resources staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
Identifies, develops, attends, and participates in job fairs and recruiting sessions.
Assist in the formulation of objectives for personnel policies and procedures, as they relate to talent management.
Monitor and report on key HR metrics, including time-to-fill, time-to-hire, and source of hire.
Liaison to new hires and help them onboard.
Works collaboratively across the organization.
Performs other duties as required.

Qualifications

Bachelor’s degree in human resources or related field, or equivalent work experience, required.
At least five years of managing all phases of the recruitment and hiring process are highly preferred.
Demonstrated experience sourcing 10+ positions simultaneously. HRCI PHRca, SPHR or SHRM-CP, or SHRM-SCP preferred.
Excellent verbal and written communication skills.
Excellent interpersonal skills with good negotiation tactics.
Ability to create and implement sourcing strategies for recruitment for a variety of roles.
Excellent time management skills with a proven ability to meet deadlines.
Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
Proficient with Microsoft Office Suite, Google Suite, HRIS databases (Paylocity preferred), or related software.
Ability to work in a team environment, use tact and diplomacy, and exhibit problem-solving skills, as well as multi-task and work well under pressure to meet deadlines.
Ability to prepare reports and business correspondence.
Ability to deal effectively with a diversity of individuals at all organizational levels.
Good judgment with the ability to make timely and sound decisions.

Ability to travel to Los Angeles area for in-person all staff meetings 2-4 times annually.

Possession of valid CA Driver’s License and reliable transportation.

Extent of Supervision Received: Operates independently on routine assignments. Minimal supervision should be required for the person who is handling the essential functions of this position in a competent manner. Moderate supervision with minimal instruction may be required for special non-routine projects. Exercises a high degree of independent initiative and decision-making.

Generous Benefits and Pay: Starting at $75,000/annualized, based on experience and qualifications.
