In addition to supervising staff and being responsible for high-level/high-exposure claims, a Senior Construction Claims Manager may also perform the following responsibilities:
Reviews, investigates, and appraises claims to determine merit.
Negotiates with claimants in order to resolve disputes regarding the value of submitted claims.
Reviews and analyzes drawings, specifications, change orders, submittals, schedules, and other project documents and records in order to evaluate the validity of submitted claims.
Evaluates and appraises complex claims for delay; disruption; acceleration; wrongful termination; unforeseen site conditions; changes in scope; subcontractor pass-through; lost profits; and owner liquidated damages.
Proposes revisions to the District’s General Conditions, technical specifications and policies and procedures to improve efficiency, reduce costs, and limit District exposure.
Prepares reports to District management and counsel regarding construction-related claims submitted to the District.
Plans and develops objectives for claims prevention and provides related training to project staff.
Advises District management, counsel and staff the status of claims.
Performs related duties as assigned

Requirements
Education:
Graduation from a recognized college or university with a Bachelor’s degree, preferably in architecture, construction management, engineering, or a closely related field.
Experience in addition to that listed below may be substituted for up to two years of the required education on a year-for-year basis provided that the requirement of a high school diploma or equivalent is met.
Experience:
*Seven years of professional experience performing construction claims analysis, or managing, scheduling, or inspecting facilities projects, on commercial and/or public construction projects valued at **$5 million and above.
Experience supervising others in the above areas is preferable.
*The definitions below will be used to validate whether or not an applicant meets the minimum experience requirements for the Senior Construction Claims Manager position:
A) Professional experience = paid work experience
B) Construction claims analysis = reviewing, evaluating, and negotiating claims between contractors and owners or other contractors on a construction project and seeking some form of recovery (i.e.
monetary, non-monetary).
C) Managing facilities projects = working as a field representative or project manager, responsible for planning, procuring, and executing construction projects and maintaining the progress, mutual interaction, and tasks of various parties, including trades and contractors.
D) Scheduling facilities projects = creating and revising project schedules while identifying relationships, logistics, milestones, and constraints; ensuring compliance with construction project goals and requirements by monitoring schedules and identifying impacts; and providing recommendations to improve processes and minimize potential problems.
E) Inspecting facilities projects = examining construction and renovation projects to verify building integrity and compliance with specifications, codes, and regulations, and notifies project teams of work that does not meet requirements of approved contract documents or codes.
**Construction projects must be valued at $5M+ each, not cumulative.
Additional Qualifications:
A valid California Driver License.
Use of an automobile.
DESIRABLE QUALIFICATIONS
