Salary: $38.78 per hour

The Senior Accounting System Technician will assist the Finance Manager of the Budget and Reporting Section and will be responsible for the performance of a variety of financial accounting assignments including assisting with budget preparation, analysis, forecasting, monitoring, and reporting financial performance of the various programs within Health Services Administration.

ESSENTIAL FUNCTIONS

• Assists in the coordination of the preparation of the tri-annual budget request submission.

• Reviews and analyzes the program office’s budget requests submission to make recommendations.

• Works in collaboration with the program office to address and resolve budget request issues.

• Coordinates the preparation of the bi-annual financial performance analysis.

• Analyzes the financial performance analysis to make recommendations to resolve financial issues.

• Reviews and analyzes expenditure and revenue trends to develop bi-annual forecast.

• Prepares monthly and annual financial reports to monitor financial performance.

• Processes cost transfers to other County departments.

• Coordinates the review and approval of other County departments’ billings.

• Processes monthly and yearly reconciliations and variance analysis.

• Performs other duties as needed.

MINIMUM QUALIFICATIONS

Education/Experience

• Graduation from an accredited college with twenty-one units of accounting including cost accounting and auditing.

• Two years of professional auditing or accounting experience at the level of Intermediate Accountant-Auditor, Accountant III or higher.

One year’s experience in  Electronic Data Processing (EDP) systems analysis at the level of EDP Programmer Analyst will be accepted for one year of accounting experience.

Certificates/Licenses/Clearances

• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

• Successful clearance of the Live Scan process through Los Angeles County.

DESIRABLE QUALIFICATIONS

• Strong written and highly effective oral communication skills.

• Demonstrates experience working independently and in a team environment, and meeting the deadlines of assignments.

• Strong analytical and organizational skills, good at multi-tasking.

• Experience with Excel, Access, Word.
