Contracts and Finance Director

We are excited to be recruiting for new talent to join our growing and innovative team – Contracts and Finance Director!  This Contract and Finance Director directs personnel and activities of both the Contract and Finance department, and plans, develops, and implements policies, procedures, and objectives of the contracts administration and finance functions in accordance with objectives of the organization .

The responsibilities of this role may include:

  • Confers with Executive Management to plan business objectives, to develop organizational policies related to contract and finance administration
  • Provides guidance on complex contracts
  • Coordinates data and information and prepares internal and external reports from various departments
  • Oversees the establishment contract procedures related to pre-award and post-award and contract termination
  • Manages the effectiveness of bid responsiveness, and contractor responsibility
  • Oversees the negotiation of contractual terms, making necessary amendments in contracts
  • Assesses and analyzes contract proposals
  • Oversees qualifying labor resources for contract and task order bids
  • Directs contract administration operations involving contracts for purchase or sale of equipment, materials, products, or services and may direct those who estimate expenditures expected and submits to management
  • Partners with Executive Leadership to develop budgets and other forecasting abilities
  • Interprets complex financial information and provides updates and information to Executive Leadership and Management personnel
  • Analyzes the financial climate and market trends to aid top executives in creating strategic plans
  • Updates and implements financial policies and procedures
  • Coordinates with the Accounting Department and provides support with the month-end, quarterly, and annual reporting when necessary
  • Oversees contract preparation
  • Directs the review of contracts and proposals from other companies and/or entities to ensure adherence to contract requirements
  • Directs the analysis of contracts and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred
  • Advises management regarding contractual rights, obligations, and other contractual matters, such as effective use of resources and legal issues
  • Interprets contracts, accounts, and records to management
  • Directs activities concerned with amendments to or extensions of contracts
  • Supervises the accounts payable, accounts receivable, and/or payroll procedures of the Company to ensure accuracy of accounts
  • Reconciles bank accounts at least monthly, verifies deposits, and addresses inquiries from banks
  • Prepares balance sheets, income statements, statement of indirect expenses, and other reports
  • Assist with the fiscal, external audit of the Company on an as needed basis
  • Engages in and is responsible for critical and confidential aspects of accounting
  • Ensures compliance with general accounting principles, federal, state, and local regulations
  • Advises Executive Leadership and Managers on matters of fiscal importance
  • Prepares invoices and performs accounts receivable functions involving tracing sources of error, correcting billing records, processing final billings, reconciling errors, accuracy of charges on customer’s bills, and in collecting accounts due, maintenance of accounts receivable ledger, and adjustment of customer claims
  • Oversees and processes Company payroll
  • Reviews employee documentation to determine names, rates of pay, occupations of new hires, and changes in wage rates and occupations of employees on payroll
  • Reviews and approves payroll deductions, interprets company policies and government regulations in connection with payroll procedures, and directs preparation of government reports
  • Ensures the accurate calculation of wages, tax withholding, and company deductions
  • Prepares reports on employee pay including commission and bonuses, paid time off, and taxes and withholdings
  • Works with confidential data which if disclosed might have significant internal or external effects
  • Performs all other duties as assigned

To qualify for this position, you must possess a Bachelor’s degree in Accounting, Finance, Business Administration or related field and at least 10 years of contracts management experience in the DoD industry.

Deltek CostPoint is required and a CPA certification is strongly desired.
