Manages the Company’s Drug & Alcohol Free Workplace Program and Department of Transportation (DOT) Drug and Alcohol Testing Program, and the Employee Assistance Programs (EAP) to ensure company compliance with the federal, state and local regulations, company policies and collective bargaining agreements and support employees and management with expertise and guidance addressing substance abuse in the workplace, performance management, mental health resources and critical incident support. Manages the Company’s Wellness Programs and promotion of wellness benefits to employees with design and implementation of wellness programs, events, and resources aimed at promoting safe and healthy lifestyles to employees and their families. Participates as a Core Team Member and key administrator of the Company’s Workplace Violence Mitigation Team. Trains, coaches, advises, and manages a team of staff members to implement the day-to-day responsibilities and administration of these regulated and non-regulated programs. Collaborates with Pipeline Safety & Compliance to represent SCG during CPUC, DOT and CHP audits of the D&A Testing Program.
Duties and Responsibilities
- Interprets federal, state and local regulations pertaining to the Drug and Alcohol Free Workplace Program, and Department of Transportation (DOT) Drug and Alcohol testing requirements associated with internal employees and external candidates. Develops and implements the Company’s D&A Misuse Prevention Plan Policy and Drug & Alcohol-Free Workplace Policy, develops processes, procedures and implements best practices to ensure the Company’s compliance with such regulations. Represents the Company as its DOT “Designated Employer Representative” (DER) and Subject Matter Expert responsible for ensuring that the Company and all service agents comply with these regulations when providing services. Is responsible for taking immediate action on non-compliance issues, policy and/or DOT violations, preparing statistical reports and submitting to regulatory agencies, responding to regulatory audits, conducting supervisor and employee mandated training, removing individuals from covered jobs upon receipt of positive test results, and implementing regulations and disciplinary actions per policy and collective bargaining agreements ensuring disciplinary consequences are consistently implemented per policy. Negotiate and contract with qualified and certified service providers. Work with external regulatory agencies, and industry-related subject matter experts, and resources for benchmarking and regulatory guidance and interpretation. Train staff members to administer day-to-day duties and record keeping of the DOT program and manage staff performance. Has 24/7 on-call responsibilities to address post-accident or other testing. Responds to CPUC, DOT and/or Union data requests, as needed. Participates in arbitrations, legal hearings as SME witness, as needed. Monitors regulatory changes and updates policies, and addresses impacts of such regulatory changes with appropriate parties; Responds to D&A History Background Check and eligibility for rehire as required by Part 40.25 DOT regulations; Addresses disqualifications from employment for external candidates and ensures appropriate communications with required DOT information are sent to DOT candidates. Negotiates contracts with service providers.
- Manages the Employee Assistance Program (EAP) and implement policies, processes and procedures for case management on formal performance management referrals, substance abuse and DOT violation referrals, mental health, fitness for duty, workplace violence and critical incident response services. Support management with guidance and case management of formal referrals to address a variety of complex employee matters affecting performance and/or client organizations, workplace safety, and work with employees to refer them to the right source of help for a variety of workplace, family and life issues. Promotes and arranges for EAP services for employees to support and direct them to professional counseling services. Supervise and train staff members to administer day-to-day employee case management and record keeping of the EAP program and manage performance. Has 24/7 on-call responsibilities to respond to critical incidents requiring EAP services. Collaborates with Corporate Benefits and business unit counterparts to develop vendor RFPs and/or contract negotiations. Maintains a pulse on local or national incidents and monitors critical incidents requiring immediate response to deploy counselors for “critical incident stress debriefs.” Is a Core Team member of the Workplace Violence Mitigation Team and plays a key role in policy development, internal process and procedures, case strategy, arranging for consultations with forensic psychologists, and coordinating and arranging fitness for duty evaluations.
- Manages the Company’s Wellness Programs to promote safe and healthy lifestyles to employees and their families and reduce health care costs. Develop programs aimed at educating and motivating employees to make informed decisions about their health and well-being. Promotes Company-sponsored and offered health and wellness benefits (i.e., wellness subsidies, dependent and elder back-up care, EAP, fitness programs, health screenings and flu shots). Develops educational programs and provides services to support client organizations with their health, safety and wellness Key Performance Indicators (KPIs), and employee event offerings. Leads the team in designing and developing annual wellness themes and programs to offer and promote to employees. Directs the design, development of Wellness website, and development and distribution of educational materials and resources. Negotiates Corporate discounts with fitness facilities for employee membership contracts. Designs and develops fitness challenges and various programs (i.e., Yoga, Walking Programs, Weight Watcher, Chair Massages, educational presentations) to motivate and encourage employees to implement and/or reach their fitness goals. Trains and manages staff to implement day-to-day duties associated with the Wellness Program goals and manage performance. Maintains a pulse on wellness trends and employee needs. Monitors critical incidents requiring immediate response to deploy the “critical incident” back-up dependent childcare process with Bright Horizons to support employees/families during local and/or national incidents. Negotiates contracts with vendors and service providers.
- Conducts safety-sensitive job classification reviews and collaborates with external departments to determine the DOT status of new and existing job profiles, and ensure HR/LR and Compensation properly assign the classification and administrative requirements to the position reviewed. Collaborates with Pipeline Safety & Compliance Team and the Operator Qualifications team to address classifications, DOT-reportable incidents, and regulatory changes impacting the Company, as needed.

Education
- Bachelor’s Degree Health, wellness, occupational health and safety, closely related field or equivalent experience. Required
Experience
- 8 years – Experience working in employee programs in health, wellness, EAP, occupational health, substance abuse services or closely related field, including 1 year of supervisory experience. Recent experience in health improvement, wellness and EAP program leadership. Required
Skills and Abilities
- Knowledge of Health Insurance Portability and Accountability Act (HIPAA), Family and Medical Leave Act (FMLA) and other Human Resource regulations. Intermediate

Licenses and Certifications
