Organizational Description

Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to those transitioning from or at risk of homelessness or institutionalization.

We develop, own, and manage multi-family supportive housing and licensed residential care homes.

Additionally, we implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veteran services, and health care sectors.

Program Summary

Brilliant Corners recently decided to elevate our Operations Team within the Los Angeles Flexible Housing Subsidy Pool (FHSP) to a division within Housing Services.

The new division will support fiscal intermediary and contracting work across our portfolio of “flex pool” programs in the San Francisco Bay Area, Inland Empire, San Diego, and Los Angeles.

The division will eventually include three branches: Program Operations; Contracting & Budgeting; and Program Policy & Implementation.

The Program Operations team currently serves Los Angeles and the Inland Empire with payment processing of monthly rental subsidies, utilities, move-in assistance, and other client assistance.

With the creation of the Operations Division, the LA-based team will also support Brilliant Corners’ flex pool programs in the San Francisco Bay Area and San Diego with these same functions.

The team will collaborate with the Data & Technology team, Finance team, and Program Directors to standardize program reporting, rent roll integration (between Salesforce and Intacct) and other automations.

The Contracts & Budgeting branch of the Operations Division focuses on standardizing our approach to all contracts, budgets, and other types of agreements across Housing Services.

These contracts and budgets support two distinct but inter-related types of work.

One body relates to our role as an intermediary in which we manage dozens of contracts, services, and funding, particularly for the Los Angeles County Department of Health Services (DHS).

The other body supports Brilliant Corners’ own operations.

Like most non-profits, Brilliant Corners manages many contracts to support our programmatic work across the state of California.

These contracts frequently require the blending of diverse revenue streams and complex budgets that maximize resources for both Brilliant Corners and our funding partners.

While currently held within each Program Director’s sole purview, the Contracts & Budgeting Team of the Operations Division will eventually support the oversight and management of all Housing Services’ contracts.

The Policy & Implementation branch of the Operations Division will be the final of the three teams to be built.

Ultimately, this team will memorialize program protocols, manage rollout of new program policies, oversee quality assurance, and generally support standardization of Brilliant Corners’ approach to Housing Services.

The Policy & Implementation team will collaborate with Human Resources, Program Directors, Housing Services staff and other stakeholders on agency-wide initiatives.

Position Summary

The Division Director of Program Operations will be the most senior leader of the Operations Division, overseeing Program Operations; Contracting & Budgeting; and Program Policy & Implementation. The Director will set a vision for the new division that is informed by collaborations with Program Directors across the state, Housing Services staff at all levels, as well as representatives from both Finance and Data & Technology.

The Director will lead a team that includes Associate Directors, Project and Program Managers, Supervisors, and Operations & Contracts Specialists.

The Division Director inspires a culture of excellence throughout the team and constantly strives to optimize overall program operations.

She/he/they communicate regularly with funders across California, always modeling exceptional customer service and a solutions-oriented approach.

The Division Director is part of the Leadership Team, which is Brilliant Corners’ cross-departmental decision-making body for agency-wide policy making.

The Division Director must be familiar with and committed to racial equity and be able to clearly articulate how she/he/they will work to dismantle racism as an organizational leader.

The position is ideal for a person with proven leadership who is strategic, innovative, and committed to social justice.

RESPONSIBILITIES

• Lead the continued build out of the Housing Services Operations Division, including strategic visioning and org-chart development

• Anchored in a racial equity lens, provide high-level leadership on all staffing, bugeting, and business of the Operations Division

• Work creatively and collaboratively with Brilliant Corners’ Finance and Data teams as well as Program Directors, and other internal stakeholders to improve the overall program operation, contracting, budgeting, and maximization of contracted resources.

• Use a strengths-based approach to coach Associate Directors and Managers, who in turn manage their respective teams of Supervisors, Specialists, etc.

• Inspire a culture of excellence by establishing performance benchmarks, designing and implementing quality controls, and cultivating leadership through systematic professional development for staff.

• Regularly represent Brilliant Corners with high-level government stakeholders, funders, executive-level leadership with non-profits, and other important partners.

Qualifications

Professional Experience

• At least 5 years working in a social justice, human services, non-profit management, healthcare, or public policy.

• At least 2 years building and managing a team.

• At least 2 years managing complex program budgets that rely on government contracts.

• Demonstrated leadership as evidenced by increasing levels of responsibility and management over the course of the candidate’s career.

Knowledge, Skills and Ability

• Exceptional problem-solving skills, particularly with complex operational processes that impact multiple lines of business

• Strategic, global thinking.

• Demonstrated ability to build a team using an equity lens

• Understanding of and commitment to racial equity

• Good, proactive communication skills.
