ELAC is seeking a student-centered leader focused on growing, developing, and aligning educational programming in response to student and community needs, as well as supporting our college’s commitment to educating the more than 28,000 racially and socioeconomically diverse students. ELAC is the largest of nine colleges within LACCD that s erves the East Los Angeles, Southeast Los Angeles, San Gabriel Valley, and Montebello areas through their Monterey Park Campus, South Gate Campus, and Rosemead Center. Established in 1945, ELAC is designated as a Hispanic Serving Institution (HSI). ELAC is dedicated to providing the highest quality of transfer, workforce, noncredit, and community service programs. ELAC is committed to its culturally diverse community and supporting students in achieving associate of arts degrees, general education, skill/certificates, and/or personal development. POSITION DESCRIPTION: Reporting to the College President and working collaboratively with all college stakeholders, the Vice President of Instructional Services provides leadership for academic programming and improvement of teaching and learning. Overseeing a large diverse team, this position is charged with building a culture promoting the development of innovative instructional and support programs and practices to meet the educational needs of a diverse student population and emerging educational and industry trends. MINIMUM QUALIFICATIONS: Master’s degree from an accredited college or university. Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff, and students. Eligibility Requirement: COVID 19 VACCINATION Pursuant to LACCD Board of Trustee’s Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees’ policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date. DESIRED QUALIFICATIONS: Three years of successful full-time equity-minded administrative experience (dean or higher) in an accredited institution of higher education, preferably at a community college, working with diverse populations. Successful full-time experience as a faculty member in accredited institutions of higher education. Demonstrates consensus building experience and skills working with large, cross-functional teams. Effective communicator that demonstrates understanding of cultural sensitivity practices Doctorate degree preferred. Demonstrated experience using inclusive supervisory principles and practices in a dynamic, fast-paced environment with multiple college stakeholders. Experience with budgeting and working with externally funded programs. Working knowledge of State and Federal codes, statutes and regulations that govern California Community College instructional programs. Knowledge and experience with participatory governance in a community college setting. Experience and ability to analyze, organize, and prioritize projects based on data, emerging issues, resources, and externalities across multiple technological platforms. Experience leading an array of programs and populations including: dual-enrollment, honors, career technical education, STEM, students with disabilities, noncredit, working adults, and justice-involved. DUTIES AND RESPONSIBILITIES: Serves as the chief instructional officer; plans, organizes, administers and supervises the instructional programming of the college. Oversees and provides leadership to instructional programs and departments, including degree programs and certification leading to completion and/or transfer, noncredit and other continuing education; classroom-based, online, and hybrid instruction; Athletics; the College Library; Tutoring; Supplemental Instruction; and other learning resources Leads instructional efforts to reduce racial equity gaps and foster a diverse, equitable and inclusive learning and work environment. Serves as a regular member of the college president’s senior administrative staff. Provide collaborative, data-driven leadership and support for College equity, pathways, and inclusion efforts to achieve college goals to close racial equity gaps. Supports the development of new educational programs and supervises all instructional activities. Develop, support, and participate in collaborations and partnerships with business and industry, schools, colleges and universities, and governmental entities. Provide vision and leadership, in close collaboration with the Academic Senate, for program and curriculum development in compliance with state curriculum requirements and ensure administrative support for curriculum processes. Collaborates with the other college areas to ensure college mission, goals, and strategic plans are implemented and evaluated. Supervises the recruitment, orientation, and evaluation of both full-time and part-time instructional faculty, staff, and administrators. Works in collaboration with the other Vice Presidents of Student Services and Administrative Services to ensure a unified approach in oversight, planning, innovation and communication that realizes the college completion agenda. Provides direction and support for workforce and economic development efforts Works in cross collaboration with others Vice Presidents Student Services and Administrative Services to develop a strategic enrollment management plan, including enrollment planning and analysis. Promotes participatory governance in cooperation with faculty, staff, students, and administration. Coordinates instructional college development including long-range planning, funding, and liaison with federal, state, and private agencies. Provides leadership and oversight of program review, program viability, student success initiatives, student learning outcomes and the accreditation process. May serve as the Accreditation Liaison Officer (ALO). Supervises the publication of college schedule of classes, catalog, and instructional information on the college website. Assumes the duties, obligations and responsibilities of the College President, as assigned, during his/her absence. Coordinates instructional college development including long-range planning and liaison with federal, state and private agencies which support educational programs in higher education. Plans and directs studies related to the effectiveness of the instructional programming including room utilization, instructor load, and WSCH/FTE (weekly student contact hours per full-time equivalent instructor). Performs other duties as assigned SALARY The current salary range is $180,110 to $223,125 annually. The doctoral differential is $5,392 per academic year. Benefits include 15.5 paid holidays annually, 15-24 days paid vacation annually depending on length of District service, medical/ hospital, dental and vision care plans and a $50,000 group life insurance.
