Job Summary: Responsible for all aspects of subcontract administration.
Provide an effective subcontract management program that ensures compliance with requirements and directs subcontract activities.
Perform liaison function between internal and external customers.Essential Responsibilities:1) Coordinate, develop, and produce complex subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications and correspondence.2) Coordinate, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions3) Evaluate proposals and quotations, determining offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations, cost/price analyses, Cost Accounting Standards (CAS), Labor Law, Equal Employment Opportunity (EEO), audit, environmental reports, and technical compliance.4) Supervise the staff, including ensuring staff is adequately trained; coordinate workload priorities and schedules to ensure timely and effective completion of work; and monitor and evaluate staff performance.5) Provide interpretation of subcontracts, organize or process correspondence with contracting parties, and monitor fulfillment of contractual obligations.6) Provide suggestions to others as a subject matter expert.7) Participate in the development of Federal Services policies and practices; ensure subcontract practices, transactions, and documentation comply with policies and procedures, contract requirements, and Government regulations.8) Conduct subcontract file reviews in support of Government audits.9) Coordinate with accounting and finance department to administer subcontract invoicing and payments, job cost management, contract audit/files, and closeout process.10) Draft/review/negotiate teaming and non-disclosure agreements.11) Negotiate terms and conditions with Government/commercial customers and subcontractors.12) Ensure compliance with governmental law and divisional policies on contracts and procurement.13) Ensure subcontract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers.14) Interface and coordinate with contractor/subcontractor, intercompany, interdepartmental, and internal department personnel.15) Manage/coordinate subcontract activities to include subcontractor_s performance and award fee determinations.16) Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business activities/fairs.17) Monitor subcontract closeout.18) Review subcontracts entered into the Costpoint accounting system.19) Oversee subcontract terminations and issue instructions for resolution in accordance with Contract and Procurement Procedures and the Federal Acquisition Regulation.20) Represent AECOM on trade association boards, work groups and committees to involve acquisition and contracting issues.21) Supervise the coordination of responses to Freedom of Information Act (FOIA) requests.22) Review documentation for international subcontracts.23) Participate on Federal Services process enhancement teams.24) Lead Contractor Purchasing System Review (CPSR) preparation teams.Perform all other position related duties as assigned or requested.
Minimum Requirements: Bachelor’s degree in Business Administration and at least 10 years of job-related experience or equivalent.
Thorough working knowledge of the Federal Acquisition Regulation; excellent negotiation, communication, and supervisory skills; and working knowledge of word processing, database, spreadsheet programs, and integrated software applications are required.
