Job Description

SUMMARY
Senior Program Manager (Aviation) position requires technical education in civil engineering or closely related field and proficiency in planning, design and construction of aviation airfield, infrastructure and facilities projects.

Duties will include but not be limited to the concurrent management of large scale aviation projects, coordination of all technical and project-related activities, including conceptual design, detailed engineering, site and field layouts, airport stakeholders identification and coordination, construction administration, commissioning and activation; serving as point of contact for all interactions with the client, the stakeholders, third parties having jurisdiction, the project team and various sub-consultants.
Additional duties of the position include evaluation of alternative airfield geometric and/or terminal facility configurations, phasing scenarios and construction techniques; preparation of studies; development of design and construction packaging alternatives; technical support related to airfield and/or terminal construction cost and scheduling; coordination of design and construction of airfield, infrastructure and/or terminal facility projects.
DUTIES AND RESPONSIBILITIES

• Evaluate airfield and terminal facility geometrics

• Prepare technical studies

• Develop design and construction packaging and phasing alternatives

• Serve as point of contact with client and sub-consultants

• Develop technical specifications

• Coordinate design disciplines and provide construction support on projects as needed

• Evaluate and manage project budget and schedules and identify risks that may affect either.

• Coordinate proactively with project team (internal and external members) and project stakeholders to ensure success in meeting the client’s objectives and keeping the project on-track

• Provide hands-on involvement in overseeing the development of the project’s various tasks and deliverables, while maintaining the highest quality of service in accordance with TYLI’s Quality Management System

• Provide leadership, technical support, oversight and training of staff as necessary

Qualifications

Requires a Bachelor’s Degree in Civil Engineering or closely related field.

Licensure as a Professional Engineer in California.

Possess a minimum of 20-years of active airport design and construction experience with multiple multi-million dollar projects.

Superior project planning, design, management, and project execution skills with demonstrated skills in successfully completing projects with “on time and on budget” results.

Demonstrated experience working with various clients and in meeting or exceeding their expectations.

Highly effective communication skills; both written, one-on-one, and within a group and team environment.

Must be a good listener and a highly persuasive communicator with well thought out ideas and a clear point of view.

Ability to interface effectively with office and corporate staff, peers and superiors and interact effectively with client staff and management, sub-consultants, program and construction management teams, airport stakeholders and others.

Proven accountability of quality control for both engineering design and construction.

Proven ability to lead staff, multi-disciplined design teams and to provide guidance as needed.
