The Boeing Research & Technology (BR&T) Mission Systems (MS) capability team is seeking a Senior Portfolio Manager, Microelectronics Research & Development (R&D) to oversee a portfolio of proprietary microelectronics R&D programs for the Disruptive Computing, Networks, and Sensors (DC&N) organization. This position can sit out of Tukwila WA, Huntington Beach CA, or El Segundo CA.

Who YOU Are

As a Senior Microelectronics R&D Portfolio Manager you will be a part of an amazing collaborative team working to invent and mature novel microelectronics technologies and to provide solutions for future DC&N products. You are experienced in managing microelectronics technology development efforts that utilize state-of-the-art commercial products, tools, services, and semiconductor fabrication processes to enable secure military/aerospace systems capable of operating reliably in extreme environments. This may include:

  • Products: Ultra-low SWAP (size, weight, and power) high performance and high precision integrated circuits (IC) (digital, analog/mixed-signal, and RF), ASICs, and/or Systems on Chip (SoCs)

  • Applications: Advanced radar, precision navigation & timing (PNT), electronic warfare (EW), communications, avionics, advanced sensing, and AI/ML-enabled edge processing systems.

You are self-motivated, passionate, and driven to successfully meet technical, schedule, and cost goals while overcoming risks.  You will lead a talented team of microelectronics engineers, program/project managers, and principle investigators (PIs) utilizing your past experience and knowledge to drive execution to plan while offering insight, coaching and mentorship to team members. 

Position Responsibilities:

  • Responsible for overseeing and managing a portfolio of multiple proprietary DC&N microelectronics research & development programs/projects with responsibilities including:

    • Leading budget planning and execution

    • Managing staffing

      • Identifying portfolio staffing needs (by skill type, experience level, security clearance / program access requirements), develop and communicate staffing plans, support employee onboarding

      • Coordinating with functional / homeroom managers on personnel management – e.g. recruitment, development, performance management, and retention

    • Participating in strategy development, alignment, execution, and communication

    • Leading program/project management

      • Providing oversight and coaching for program/project managers and principle investigators / technical leads

      • Developing flexible execution plans for a dynamic environment and quickly adapting when goals, priorities, and constraints change

      • Identifying common needs across the portfolio, aligning execution plans and re-use strategies to maximize cost & schedule efficiency

      • Leading milestone planning, risk/issue/opportunity management, and execution management

      • Reporting status (cost, schedule, technical, risk) to internal leadership and external customers

      • Resolving resource conflicts (e.g. facilities, lab equipment, capital budgets, personnel) according to organizational priorities

      • Working with project technical leads to ensure that teams are performing to capability

      • Identifying shortcomings (within the portfolio, also organizational) and developing solutions to address them

    • Ensuring adherence to established enterprise Design Practices for microelectronics development, and leading development of unique Design Practices for DC&N programs when needed

    • Developing, adapting, and implementing appropriate processes / procedures to ensure high quality output for all projects and disseminate as appropriate throughout DC&N and ET&T

  • Coordinate DC&N activities with BR&T, especially in areas with substantial overlap of personnel or facilities

  • Ensure effective collaboration with current and future business partners

    • Manage supplier relationships to ensure robust supply chain (e.g. multiple demonstrated suppliers for critical products/services) for successful program execution

    • Develop relationships with potential future business partners / suppliers

    • Construct effective agreements with business partners to meet strategic objectives

  • Ensure effective communications with government customers

    • Shape future contracted research and development (CRAD) opportunities

    • Position DC&N / BR&T / Boeing to be competitive for future CRAD efforts

    • Develop good working relationships with government decision makers in areas of relevance for DC&N and BR&T

    • Lead teams developing proposal strategies and compliant competitive proposals

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position requires an active U.S. Top Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s degree or higher in Electrical Engineering or related technical discipline

  • 10+ years of experience leading or managing microelectronics development programs/projects and teams (including design, verification, fabrication, test, and analysis of at least one: ASIC, SoC, FPGA, RFIC, MMIC)

  • 3+ years of experience as a Program Manager

  • Experience managing a program/project with budget greater than $10M

Preferred Qualifications (Desired Skills/Experience):

  • Ability to complete a CI (Counter Intelligence) polygraph after employment start

  • 3+ years of experience in personnel management

  • 3+ years of experience in engineering research and development (or working in an advanced R&D environment)

  • Post-graduate degree

  • Active U.S. TS/SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

  • Adjudicated Counter Intelligence scope polygraph completed within the last 5 years

  • Experience with Electronic Design Automation (EDA) software tools for microelectronics design, verification, and test – e.g. industry-standard products from Cadence, Synopsys, Siemens/Mentor, Ansys, Keysight, National Instruments, MathWorks (Matlab)

  • Experience leading in an agile development environment

  • Proficient with Microsoft applications including Excel, Word, and PowerPoint, and Project

  • Excellent written, verbal, and interpersonal communications skills

  • Exceptional organizational, analytical, and problem-solving skills

  • Demonstrated creative, critical thinking and troubleshooting skills

Summary pay range: $192,950 – 261,050
