Senior Manager, Learning Experience

Job Summary

The Senior Manager of Learning Experience (LX) is responsible for the consultation, research and management of training and facilitation initiatives across the enterprise in furtherance of the Human Resources mission to build a highly effective, motivated and functional workforce within L.A. Care. The Senior Manager will employ learning assessment, change management and organizational design principles to provide strategic guidance over organizational instructional design, functional training, technical training and education programs for all employees. The Senior Manager will also be a key contributor to L.A. Care’s Learning Governance Committee. The Senior Manager will assess corporate-wide developmental needs to drive training initiatives, identify and apply industry relevant adult learning methods for employees and external users. This position will provide strategic guidance to the organization relaying consistency and continuity of learning and development modalities and learning artifact creation to the staff by working with departmental functional trainers, effective oversight and strategy. Manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.

Duties

Conduct analysis to evaluate training programs for internal and external stakeholders. Build strategic partnerships with management to ensure alignment of training initiatives with business unit operational goals. Monitor and implement organizational training standards, and processes, to ensure integrity and continuity of training. Provide monthly analysis of organizational learning metrics and reports to management. Provide on-going expert consulting on process of launching, training, monitoring and evaluating medium to large scale training initiatives. Define aggregate metrics to measure the overall effectiveness of org wide learning experience initiatives.

Oversee the effectiveness, development, and maintenance of external and regulatory related learning artifacts (e-learning, instructor led content). Partner with Line Of Business owners (LOB) and Provider Network Management to identify and define regulatory training requirements, and curriculum. Participate as requested in regulatory and compliance audits providing LX metrics that reflect the accomplishment and efficacy of external/regulatory learning strategies.

Plan and maintain work systems, applications, technology, tools/resources, procedures, and policies that enable and encourage the optimal performance of external and regulatory training requirements.

Provide strategic guidance over L.A. Care’s Learning technologies including but not limited to, Career Plan Letter (CDP), E-Learning catalogs, instructional design tools. Streamline training templates and facilitation methods across all organization trainers. Provide training and coaching resources in conjunction with the HR Business Support Services and Organizational Effectiveness team for L.A. Care staff members.

Conduct needs assessments, identify gaps, and provide appropriate recommendations for LX solutions and prioritize initiatives for various business units. Develop comprehensive learning and development plans that align with the business unit’s goals and objectives.

Facilitate existing and create new learning programs for various audiences, such as new hires, teams, and those in leadership roles. Apply learning models, benchmark best practices, and maintain knowledge of market trends in order to deliver learning solutions that drive lasting impact and create the culture of a learning organization.

Provide strategic guidance, planning and direction for the training efforts at L.A. Care. Conducts needs assessments, designs and implements effective training and learning activities that contribute to individual, group and organizational effectiveness.

Ensure alignment and integration of training efforts across technical, operational and management arenas of the organization. Management and Oversight of the organization’s New Employee Orientation and New Management Programs.

Strategic management of the Tuition Reimbursement Program, HR training programs, HRIS Trainings, technical trainings, new hire orientation and onboarding, language testing program, and career development initiatives. Oversight of the administration of internship, co-ops and clinical rotational programs.

Manage LX employees: Providing strategic leadership, guidance, to LX staff. Oversight and management of staff training and development. Monitor performance goals. Identify objectives and assign work related tasks as needed. Conduct performance evaluations.

In partnership with the Senior Director, Talent Strategy & HR Technology, develop and monitor department budget, policies, and procedures. Manage the contracts of vendors , as needed.

Perform other duties as assigned.

Education Required

Bachelor’s Degree in Organizational Development or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:
Minimum of 6-8 years of experience in Human Resources Development, Organizational Development, Management Development, and/or leadership development and executive coaching.

Experience with Learning Management Systems (LMS). Experience with multiple learning modalities such as instructor-led, self-paced, and more.

At least 4-5 years of management experience directly supervising others.

Ability to apply learning models, benchmark best practices/trends, and maintain knowledge of cutting-edge approaches to provide learning solutions that deliver lasting impact and that promote a supportive and active learning culture.
