Senior Capital Projects Manager

STRATEGIC OBJECTIVES AND KEY DELIVERABLES:

The Capital Projects, Sr. Manager is accountable for managing from inception to execution of HSE, Sustaining and Growth capital projects for the Shreveport Refinery. The position will build a comprehensive project management team consisting of Calumet employees and third-party contractors placing safety first, complying with all applicable regulations, and following industry accepted PMG protocols. This role will place emphasis on project controls and good fiscal management of the entire capital program (including fiscal management of the Turnaround category) for efficiency and financial planning purposes.

DESCRIPTION:

  • Direct and supervise the Shreveport Refinery capital program from inception through construction.

  • In collaboration with stakeholders, assure project managers lead the development of sponsor objectives and economic alternatives to define a business case for each project.

  • Define project scope, goals, cost estimates and functional deliverables that comport with the sponsor objectives.

  • Establish project controls resources and minimum cost tracking expectations for each project and for the portfolio as a whole.

  • Draft project charters and submit budget proposals and recommend subsequent budget changes where necessary.

  • Establish project managers and team members needed to achieve project goals.

  • Communicate project expectations to team members and stakeholders in a timely and clear manner.

  • Liaison with project stakeholders on an on-going basis.

  • Follow the Calumet PMG process and assure gate reviews are in place as appropriate.

  • Negotiate with other department managers for the acquisition of required personnel from within the company.

  • Determine and assess needs for additional staff and/or consultants and make the appropriate recruitments if necessary, during project cycle.

  • Set and continually oversee project expectations with team members and other stakeholders.

  • Identify and resolve issues/conflicts within the project team.

  • Assure plans, project timelines and milestones are in place utilizing appropriate tools.

  • Prepare project and portfolio status reports for local and corporate management.

  • Prepare (including Turnaround) and manage the annual planning cycle and notional capital budget for the Shreveport Facility.

  • Prepare and manage expenses for the capital projects group.

  • Develop, prepare, and submit Authorization for Expenditures (AFES) in the form of Project Charters and track through completion.

  • Supervise project managers to ensure project execution matches project goals (cost, schedule, scope, etc.).

  • Other duties as required to support the project needs of the refinery.

ESSENTIAL ATTRIBUTES:

  • Managerial skills and ability to communicate at the Executive Level Fundamental economic thinking skills

  • Excellent communication skills, including oral, written, and electronic Effective critical thinking and problem-solving skills

POSITION REQUIREMENTS:

  • Minimum of a B.S. degree in Chemical, Mechanical,or Electrical Engineering
  • +10 or more years of project management experience
  • 5 or more years of prior supervisory/management experience
  • Proficiency using Microsoft Word and Excel

PREFERENCES:

  • Demonstrated leadership skills

  • Experience in a fuels refinery, base chemicals and/or base oils plant is a plus

  • Experience with cost estimating and scheduling software (i.e. Icarus, Microsoft Project)

  • Working within industry accepted PMG processes including project audits
