Research Portfolio Manager

Responsibilities

Under general direction of the Chief Financial Officer, The Research Program Manager will provide program administration support to the Neuro Oncology program. Major responsibilities include financial management; procurement, pre-award, post award and personnel management for the Program. You will manage $12M in contracts, grants, state and donor funds through preparation of financial reports, including budget projections, reconciliation of all financial ledgers, review and approval of purchases and invoices for all program funds and faculty, visiting scientists, postgraduate researchers, staff and graduate students. You will also serve as liaison with Campus General Accounting by coordinating and negotiating all matters relating to the General Ledger. You will prepare and submit requests for: transfer of funds, new account and/or recharge ID numbers, change of account titles, and deletion of old and/or invalid accounts.

The Research Program Manager will assist the Principal Investigators and the Departmental Financial Manager in projecting expenditures and in budgets reappraisals by analyzing internal documents, cost and expenditure patterns in order to formulate projections and re-budgeting of funds. You will serve as primary procurement coordinator including the review and approval of all requisitions, travel vouchers, and check requests for accuracy, compliance with award requirements and fund availability. In addition you will serve as Pre-Award coordinator for all Neuro Oncology faculty contract and grant submissions including just in time deliverables

Salary range: $29.41-$58.14 Hourly

Qualifications

REQUIRED:

  • Demonstrated working knowledge of general accounting practices, in particular the accounting policies and procedures of the University of California.
  • Ability to establish and maintain a cooperative working relationship with administrators, staff and faculty both within and outside laboratory.
  • Demonstrated PC skills, including proficiency with LaserWriter Pro and MS Office.
  • Demonstrated computer skills to operate software for advanced financial management such as Microsoft Excel (including macros, pivot table, and advance functions), Word, Access, QDB advance ad hoc queries, Internet Browsers, and electronic mail, etc.
  • Demonstrated experience in performing accounting transaction and reconciling ledgers. Working knowledge of University and granting agency purchasing procedures. Skill to operate a 10-key calculator to prepare monthly budgetary reports.
  • Working knowledge of domestic and foreign travel policies.
  • Ability to identify problems, analyze information, develop alternative approaches and recommend solutions in matters related to fiscal management.
  • Working knowledge of payroll policies and procedures. Demonstrated ability to audit timekeeping records, compute, adjust and reconcile expenditures.
  • Demonstrated skill in making financial and expenditure projections on a monthly and/or annual basis.
  • Skill in use of financial and accounting techniques including demonstrated skills in budgeting and financial reporting. Ability to work independently and follow through on assignments with minimal supervision.
  • Writing and typing skills in using correct syntax for the preparation of correspondence, memoranda, forms, and reports with speed and accuracy.
  • Demonstrated skill in using UCLA on-line financial system.
  • Ability to provide support and constructive feedback to purchasing/fund management staff working at various levels.
  • Demonstrated skill in supervising FTEs, including hiring, training, motivating and evaluating performance.
  • Ability to plan, organize and train in administrative and financial policies and procedures.
  • Ability to develop training materials for personal use and as a guideline for other trainees.
