Regional Property Manager II

Objective: The Regional Property Manager II will oversee Properties regionally within the West Coast area.

Summary of Essential Functions, Duties & Responsibilities:

The Regional Property Manager II (RPM) has a primary objective of providing effective, professional management and sound leadership to the property management team in their assigned portfolio. RPM I will manage and guide their team in all aspects of property management to include, but not limited to, financial performance, digital and local outreach marketing, community engagement, resident satisfaction and retention, fair housing, affordable housing compliance, software data integrity, team building, employee development and mentorship, and timely reporting to asset management, principals, state/federal agencies, and investors.

Core Responsibilities

  • Recruit, hire, motivate, and mentor on-site property management team within the assigned portfolio.
  • Clearly articulate organization’s expectations to the on-site team and hold these team members accountable for successful job performance in areas such as adherence to property budgets, proactively managing financial performance and resident satisfaction, maintaining compliance with regulatory restrictions, retention of highly qualified staff, and protecting the integrity of the owner’s physical assets by operating with fiduciary responsibility.
  • Generate reporting, review data, and communicate various aspects of portfolio performance to asset management department, state/federal agencies, and investors through tools such as monthly budget variance reports, replacement reserve requests and back up, year over year performance analysis, utility cost and consumption reporting, resident satisfaction surveys and responses, lease-up progress, renewal and marketing plans, rent growth analysis, compliance reporting, market analysis, and competitor surveys.
  • Create and submit for approval well-thought-out and accurate yearly budgets and back up documentation with narratives, vendor proposals, and essential budget documents as required by the individual property financing to asset management department, state/federal agencies, VOA Executive team.
  • Maintain each property’s physical assets in accordance with all housing codes, REAC, HQS and or UPCS standards and within the confines of each property’s budget.
  • Maintain data integrity of software and proactive management by regularly running reporting and evaluating site team’s data input through review of availability reporting, rent roll analysis, box score reporting, next annual recertification reporting, delinquency reporting, work order reporting, make ready and affordable waitlist reporting, and pending tasks.
  • Ensure each site team’s adherence to VOA policy and procedure through regular quarterly site visits, weekly team calls, and setting a personal example through RPM’s performance, dress, leadership style and professional demeanor.
  • Promote positive team morale through continual communication, team meetings, and mentorship of Property Managers by RPM to encourage growth and development.

    Experience and Minimum Qualifications:

  • Bachelor’s degree in related field or equivalent, related work experience and certifications
  • Must have expertise and strong competence in HUD, LIHTC, RD, Bond and/or other affordable housing property management operations.
  • Three to five years of experience leading a team in multi-site operations
  • Strong knowledge of property management including related financial statements, computer systems/software, regulatory programs, marketing and leasing programs, physical asset knowledge, and ability to recruit/hire/ train/supervise and motivate on-site operations personnel
  • Knowledge of RealPage OneSite Leasing and Rents/Affordable preferred.
  • Experience/commitment to the development of social service programs as they relate to senior and multi-family housing communities
  • Team player attitude and ability to mentor absolutely essential
  • Demonstrated track record of exceptional financial and property performance
  • Excellent communications skills are a must. Must be able to effectively deescalate sensitive resident and employee matters while documenting and reporting accordingly
  • Strong knowledge of Real Estate/Landlord Tenant Regulations within the state(s) the portfolio is located in
  • Ability to work flexible hours. Ability to travel is required
  • Ability to respond to after-hours emergencies when necessary
