The Opportunity

The Project Manager-Housing will lead a new initiative that will support individuals who are returning home from incarceration and struggling with housing through a housing navigator-type of role. Expand CEO, as an employment provider, supplementing housing services which will result in key housing outcomes for this high-risk and underserved population.

The Project Manager-Housing will oversee all aspects of the BSCC ARG Warm Handoff Pilot Program. In particular, the BSCC ARG Project Manager will manage the performance of the implementation partner and ensure that the overall grant deliverables are being accomplished. Strong project management, documentation, and reporting skills are required to ensure successful performance. The position will require visits to the city and county entities, CEO Inland Empire offices and housing service providers throughout LA county as well as coordinating with staff and participants of CEO.

Who We Are

The Center for Employment Opportunities (CEO) provides employment services to people with recent criminal convictions. Across the United States, over 6,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.

What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 25,000 formerly incarcerated individuals have secured full-time employment since 1996. In 2016, CEO embarked on a 5-year strategic plan to grow to serve 9,000 participants annually.

Who You Are

  • You have at least three (3) years of experience within the last five (5) years operating a workforce development program on a federal, state, and/or local level AND you have two (2) years’ experience providing re-entry employment case management
  • At least (2) years’ experience in project management of grants with complex deliverables and reporting requirements preferred
  • You’re deeply dedicated to social justice and perhaps are already working in the re-entry field
  • You have experience collecting, analyzing, and applying data to drive program strategy and decision making
  • You are an experienced housing advocate with an understanding of the legal and administrative dimensions of the housing arena in Los Angeles, and preferably with experience serving formerly incarcerated folks
  • You come to CEO with experience in project management, people management, and partner coordination
  • You pride yourself in your ability to communicate effectively and recognize the value of continuous communication
  • You’re comfortable with technology, including Google Suite and Salesforce
  • You display personal integrity and are personally and professionally committed to CEO’s mission and strive to make a deep impact on our participants’ lives
  • You have lived experience of incarceration and reentry and come to CEO with some basic Motivational Interviewing training (preferred, but not required)

What You’ll Be Responsible For

Key responsibilities of the Project Manager-Housing include but are not limited to:

Project Management

  • Provide 300 Los Angeles returning home from incarceration with housing services including navigation, support, and linkages
  • Lead the design and implementation of a cohesive housing navigation service model to pair with our evidence-based employment model
  • Design program elements to meet outcomes
  • Track tasks, progress, and timelines
  • Deliver accurate and timely reporting to funder and partners
  • Ensure that BSCC ARG Housing navigation programming is connected to all essential CEO employment services and postrelease supportive services creating a warm handoff for each individual coming to the Program

Partner Coordination

  • Establish a positive and collaborative working relationship with BSCC ARG staff
  • Provide oversight to program quality and outcomes
  • Support and advocate for the needs of the partner, while also holding accountable to goals
  • Attend all required meetings, training, and grant-related events. Project Manager will act as a central point of contact with the County. City, Mayor’s office and all other housing service providers
  • Maintain a people-centered approach and implement Motivational Interviewing practices in interactions with participants, staff, partners, and funders

Performance Management

  • Closely track progress to goals and outcomes
  • Anticipate obstacles and issues and proactively work to minimize disruptions
  • Gather and disseminate key performance information as well as success stories

Compensation and Benefits

The salary range for this position is $63,700-66,000. In an effort to be both equitable and transparent, CEO’s compensation philosophy considers a variety of factors, including, but not limited to, experience, internal equity, and home office location in making a final determination on our salary offer.

MI is one evidence-based skill that reentry and human service professionals can utilize when supporting participants to achieve their goals.
